About this opportunity

The U.S. Coast Guard intends to solicit Integrated Test Laboratory (ITL) Support services with a response deadline of July 22, 2026, under a sole-source intent to Lockheed Martin Corporation. The acquisition supports Sea Commander and Maritime Communication Console (MCC) systems aboard National Security Cutters #1 through #10 and TRACEN Petaluma.

Services span computer facilities management, laboratory space administration, and personnel to maintain government-furnished equipment and develop USCG Command and Control, Communications, and Intelligence (C2CI) systems. The contractor must provide infrastructure and build environments for multiple development baselines; replicate fleet issues and deliver remote support; maintain Sea Commander, MCC, and Situational Awareness Build Unit (SBU) systems across the fleet; develop Common Source Library software; perform cybersecurity engineering and data analysis; and manage commercial off-the-shelf, contractor-developed, and Lockheed Martin-developed government off-the-shelf software and firmware. The contractor must operate a Defense Counterintelligence and Security Agency-compliant processing environment under Risk Management Framework policies, maintain a Secret-environment Authority to Operate, support continuous cybersecurity monitoring per the System Security Plan, ensure Vendor Service Agreement compliance, and conduct yearly inventory of government-furnished equipment.

The Coast Guard issued a Request for Information on June 22, 2026, with a July 22, 2026 deadline. Responses are limited to two pages and must be submitted electronically to Andrew.Gordon@uscg.mil and Adrian.D.Ferguson@uscg.mil. The Government will not reimburse response costs, and all submissions become Government property.
