About this file

This is a Request for Information (RFI) issued by the United States Coast Guard for Integrated Test Laboratory (ITL) Support services. The RFI represents the Government's intent to issue a sole source contract to Lockheed Martin Corporation (LMCO) for ITL space with Government Furnished Equipment (GFE) to support the Sea Commander system and Sea Commander Virtualization development and integration of USCG Command and Control, Communications, and Intelligence (C2CI) systems. The ITL services encompass computer facilities management, laboratory space, administrative support, and personnel to maintain GFE/GFP. Services include management of commercial off-the-shelf (COTS) and contractor-developed firmware and software; Lockheed Martin-developed Government off-the-shelf (GOTS) and COTS proprietary software; software and system certification and accreditation; hardware and sensor management; communication and navigation systems; analysis for electromagnetic interference (EMI), electromagnetic compatibility (EMC), and electronic mobile exchange (EMX); information assurance (IA); operations and system development processes; testing; and physical and cyber security.

The ITL services support Sea Commander (a non-major IT system providing real-time tactical data processing and tracking aboard USCG National Security Cutters) and Maritime Communication Console (MCC) systems aboard NSCs #1 through #10 and TRACEN Petaluma. Required services include supporting multiple USCG engineering and sustainment environments; providing infrastructure and build environments for C2CI systems; replicating fleet issues and providing remote support; maintaining Sea Commander, MCC, and SBU systems across the fleet; developing Common Source Library (CSL); supporting USCG program LM-developed software; conducting cybersecurity engineering and data analysis; providing a Defense Counterintelligence and Security Agency (DCSA) compliant processing environment under Risk Management Framework (RMF) policies with Secret environment Authority to Operate (ATO); ensuring Vendor Service Agreements (VSAs) compliance; and maintaining GFE equipment with yearly inventory. Responses are limited to 2 pages and must be submitted electronically to Andrew.Gordon@uscg.mil and Adrian.D.Ferguson@uscg.mil, with a deadline of 12:00 pm EST on July 22, 2026. All submissions become Government property and will not be returned. The Government will not pay any costs incurred in responding to this RFI.

1.0 DESCRIPTION

This is a notice of the Government’s intent to issue a sole source contract to Lockheed Martin Corporation (LMCO) for Integrated Test Laboratory (ITL). The purpose of this acquisition is to provide the Coast Guard with Integrated Test Laboratory (ITL) space with Government Furnished Equipment (GFE) to support the Sea Commander system and Sea Commander Virtualization development and integration of USCG Command and Control, Communications, and Intelligence (C2CI) systems. The ITL with GFE are used for the development, integration and testing of the C2CI systems. The work outlined under the ITL requirements are critical to ensuring continued and future operations of systems installed on operational Coast Guard assets to include National Security Cutters (NSCs). Due to the complexity of the C2CI systems, the ITL provides the ability to maintain current system capability, develop new system functionality, address frequent industry changes, and overcome Diminishing Manufacturing Sources and Material Shortages (DMSMS) issues. The requirement is to acquire computer facilities management services, laboratory space, administrative support and personnel to maintain equipment and material provided as Government Furnished Equipment (GFE/GFP)/Government Furnished Property (GFP).

The ITL services are being acquired in support of Sea Commander (SC) system virtualization, Sea Commander system sustainment, Sensitive but Unclassified LAN, and Maritime Communication Console (MCC). The requirement includes computer facilities management services that consist of unique C2CI services with unique capabilities; management of commercial off-the-shelf (COTS) and contractor developed firmware and software; Lockheed Martin Corporation (LMCO) developed Government off-the-shelf (GOTS) and COTS proprietary software; software and system certification and accreditation; hardware; sensor and tactical systems; communication systems;

navigation systems including analysis for electromagnetic interference (EMI), electromagnetic compatibility (EMC) and electronic mobile exchange (EMX); information assurance (IA);

operations and system development process; testing; physical and cyber security; and safety.

Sea Commander is a non-major IT system that provides real-time tactical data processing and tracking, weapons integration and sensor interfaces aboard USCG’s National Security Cutters (NSC). The MCC is a three-cabinet system installed on the NSC’s that intelligently routes, amplifies, and filters Radio Frequency (RF) transmit and receive signals between below-deck shipboard radios and topside antennas. Lockheed Martin is the sole designer, developer, and producer of the SC and MCC systems and is the only known source that possesses the totality of engineering and technical data required to procure, install, and provide training necessary to manage the SC and MCC systems effectively.

The ITL services being acquired are in support of Sea Commander and MCC systems aboard NSCs #1 through #10 and TRACEN Petaluma and include the following:

• Support multiple USCG environments used for Engineering Services and Sustainment baselines which include:

o Providing the infrastructure and build environment to all required development C2CI systems.

o Providing the infrastructure to replicate fleet issues and remotely support issue resolution.

o Maintaining the Sea Commander, MCC and SBU systems across the fleet.

o Common Source Library (CSL) development o USCG program LM-developed Software o Cybersecurity engineering & Data Analysis

• Provide a US government compliant Defense Counterintelligence and Security Agency (DCSA) processing environment using Risk Management Framework (RMF) policies:

o Allows ITL to operate a Secret environment under an Authority to Operate (ATO).

o Support continuous cybersecurity monitoring for the System Security Plan (SSP).

• Ensure that ITL Vendor Service Agreements (VSAs) are compliant.

• Maintain the ITL GFE equipment and perform a yearly inventory.

2.0 PURPOSE OF RFI:

The purpose of this RFI is to ascertain industry’s ability to provide Sea Commander Sustainment Support system to the United States Coast Guard.
