About this opportunity
The Department of Homeland Security Customs and Border Protection is soliciting market research information on autonomous Integrated Surveillance Tower (IST) solutions for Northern Border operations, with responses due September 1, 2026. This is an RFI for information and planning purposes only and does not constitute a commitment to contract. No set-aside applies.
Performance is focused on the Grand Forks Sector. The system must operate autonomously in extreme Northern Border conditions: temperatures from 127°F to -17°F, sustained winds of 10 mph with gusts up to 15 mph or higher, variable lighting, 5% salt fog, and reduced optical line-of-sight visibility. Autonomous detection and identification must achieve 5 miles (threshold) to 7.5 miles (objective); classification at 1 mile; and autonomous tracking at 5 miles (threshold) to 7.5 miles (objective).
The required system encompasses tower/platform (fixed, relocatable, or existing infrastructure), power subsystems (utility, solar, batteries, fuel cells, generators, or hybrid), instrumentation and autonomy (electro-optical cameras, infrared, radar, edge computing), secure communications (microwave, fiber, cellular, satellite, or ad-hoc networks), and site infrastructure with security features.
CBP may conduct a voluntary, no-cost market research demonstration between October 1 and October 16, 2026, with data collection through February 2027 and tower retrieval by March 31, 2027. Participation or non-participation will not affect future solicitation eligibility. CBP anticipates a follow-on IDIQ contract award by May 2027 to one or more contractors to plan, procure, deploy, and sustain approximately 240 towers, with projected deployment beginning as early as FY28 Q1. Submit responses to Fang-Ting Manson (fang-ting.manson@cbp.dhs.gov) and Richard Lambert (Richard.Lambert@cbp.dhs.gov).
