About this opportunity
The Department of the Navy Naval Facilities Engineering Command has issued a sole source justification for Integrated Solid Waste Management Services at Naval Air Station Key West, Florida. The contract covers comprehensive solid waste disposal and recycling services and was awarded to Waste Management under contract N6945025D1027 on September 26, 2025. The sole source justification is based on the geographical constraints of the Lower Florida Keys, where Waste Management is the only company within a 50-mile radius capable of providing these services and holds an exclusive contract with the City of Key West for waste collection. The contract includes a one-year base period from October 1, 2025 through September 30, 2026, with four one-year option periods that could extend services through September 30, 2030. The total estimated contract value is $14,162,390.33, funded through Operations & Maintenance accounts for Navy and Army, Defense Health Program Fund, and Family Housing Operations & Maintenance Navy funds. The Navy conducted a sources sought notice in June 2025 that generated seven responses, but only two firms demonstrated relevant capabilities, further supporting the sole source determination to avoid service interruptions that could pose unacceptable risks to human health and mission effectiveness.
