About this opportunity
The Department of Homeland Security Customs and Border Protection is conducting a Request for Information and Sources Sought for Integrated Logistics Division Maintenance and Logistics Support Services, with responses due by October 28, 2026. No set-aside applies.
CBP seeks market research on maintenance and logistics support for Non-Intrusive Inspection (NII) imaging systems, Radiation Detection Equipment (RDE), NII-integration platforms, and NII-common viewer systems deployed at CBP facilities in CONUS and OCONUS locations. Contractor must provide preventive maintenance, corrective maintenance, system administration, configuration management, warranty transitions, corrosion control, customer support, engineering, site surveys, provisioning, retrofits, relocation, disposal, emergency services, training, and LSX compliance integration. Corrective maintenance requires initial telephone contact within one hour of work order receipt for Tier 1 troubleshooting, with on-site Tier 2 response within 24 hours for unresolved issues. Preventive maintenance must be completed within 30 calendar days of work order issuance and scheduled to minimize disruption to port operations.
Operational availability targets are 96% for large-scale equipment and RDE in primary ports, 95% for NII systems in CONUS locations, and 90% for OCONUS locations. Administrative and performance disincentives of 5% apply for failure to meet availability targets over 30 days, missed deliverable deadlines, or project cost overruns due to inadequate planning. Contractor must comply with DHS security policies, CBP enterprise architecture requirements, FISMA/NIST standards, encryption compliance (FIPS 197/FIPS 140-2), supply chain risk management, and Cost-Wise Readiness metrics requiring minimum materiel availability of 94% for hardware and 99.95% for software. Contract structure is Firm Fixed Price per unit with on-demand services priced as FFP. NAICS 811210; PSC J059.

As a component of the United States (U.S.) Department of Homeland Security (DHS), Customs and Border Protection (CBP) is responsible for protecting our Nation’s borders in order to prevent terrorists and terrorist weapons from entering the U.S. while facilitating the flow of legitimate trade and travel. CBP is also responsible for apprehending individuals attempting to enter the U.S. illegally; stemming the flow of drugs and other contraband; protecting our agricultural and economic interests from harmful pests and diseases; protecting American business from theft of their intellectual property; and regulating and facilitating international trade, collecting import duties, and enforcing U.S. trade laws.
In support of this responsibility CBP has implemented and deployed numerous technology systems across the U.S. and internationally that require systems administration and maintenance services.
ILD manages a 24/7 Maintenance Dispatch Center for maintenance activities. The Maintenance Dispatch Center (MDC) initially responds to service calls from the numerous CBP sites. The Maintenance Dispatch Center staff record the calls for service in the CBP databases ServiceNow and Integrated Logistics Support System, i.e., MAXIMO). Maintenance Dispatch Center staff issue requests for repair or maintenance services to the Contractor in the form of a Work Order (WO) that initiates the maintenance request. The Contractor responds to the CBP sites, effects repair or completes maintenance actions, and provides periodic status updates and Work Completion Forms (WCF) to the Maintenance Dispatch Center based on the provided requirements contained in this Performance Work Statement.
