About this opportunity

The Department of Agriculture Animal and Plant Health Inspection Service has issued a Notice of Intent to Award for the sole source procurement of an EOS.Web Integrated Library System to support the National Wildlife Research Center Information Services Unit. This special notice announces the government's intention to award a firm fixed-price contract to SirsiDynix for their proprietary EOS.Web library management software without competitive bidding. The procurement is justified under FAR 6.302-1, which allows for sole source awards when property or services are available from only one responsible source and no other alternatives will satisfy the agency's requirements. The contract will include a base period and two option periods to provide comprehensive library system capabilities including catalog management, circulation tracking, digital content management, and report generation. The solicitation is set aside for small businesses under NAICS code 519210 (Libraries and Archives) with a size standard of $21 million.

The primary objective is to replace the current OCLC WorldShare Management Services system with a more cost-effective and specialized solution that better meets NWRC's specific library management needs for approximately 7,700 bibliographic records and 15,500 digital items. Contractors interested in responding to this notice must submit their quotations by August 29, 2025, and demonstrate clear and convincing evidence of same or equal performance capabilities to challenge the sole source determination. Key system requirements include FedRAMP authorization for cloud security, Section 508 compliance for accessibility, data migration capabilities, staff training, and technical support services. The system must provide online public access interface with faceted search capabilities, circulation management, and analytics functionality. Eligible contractors must be registered in the System for Award Management (SAM) and provide past performance references, though the government has indicated through extensive market research that EOS.Web is uniquely qualified due to its FedRAMP authorization, compliance features, and configurability that other library systems cannot match.
