About this opportunity
The Air Force Research Laboratory, Tech Transition Office (AFRL/RR) in coordination with the Information and Spectrum Warfare Directorate (AFRL/RI) is soliciting information from industry on integrated Government-Off-The-Shelf (GOTS) or Non-Developmental Item (NDI) radar electronic attack systems and Commercial-Off-The-Shelf (COTS) modular RF enablers suitable for Group 2–3 unmanned aircraft systems, with responses due November 6, 2026. This is a market research RFI only; responding is voluntary and carries no commitment to contract or government reimbursement of costs.
AFRL seeks two distinct capability pathways: proven GOTS or NDI radar EA systems demonstrated for military use, and COTS modular building blocks including Radio Frequency System on Chip (RFSoC) technology, high-speed analog-to-digital converters, and edge compute chips supporting receive, process, and transmit functions across active and passive scenarios. Solutions must meet strict Size, Weight, Power, and Cost (SWaP-C) constraints and operate across surveillance and early warning bands (HF 3–30 MHz, VHF/UHF 30–1000 MHz, L/S-Band 1–4 GHz) and tracking/engagement bands (C/X-Band 4–12 GHz). Systems must support open standards including SOSA and Open Mission Systems (OMS).
Participation is restricted to domestic US-only businesses. Foreign nationals are prohibited; ITAR and Export Administration Regulations (EAR) compliance is mandatory. Respondents must submit unclassified abstracts of up to 15 pages (double-spaced, 11-point minimum, Microsoft Word format) including technical descriptions, SWaP-C compliance details, Technology Readiness Level assessments per GAO definitions, development and prototyping timelines targeting 3–4 years (prototyping years 2–3), and structured pricing (hardware, integration, development, life-cycle). Abstracts are due November 6, 2026, 1700 EST. Primary technical point of contact: 2d Lt Ian Xu; contracting contact: Ryan Sims. Multiple abstracts per respondent are permitted.
Notice text
The Air Force Research Laboratory, Tech Transition Office AFRL/RR, in coordination with the
Information and Spectrum Warfare Directorate (AFRL/RI), is seeking information from industry
to improve USAF understanding of domestic market capabilities and identify qualified vendors to
collaborate with. Specifically, AFRL is investigating technologies small enough to be installed on
Group 2-3 unmanned aircraft systems (UAS) across two core pathways:
1. Integrated GOTS/NDI Systems: Existing Government-Off-The-Shelf (GOTS) or Non-
Developmental Item (NDI) radar electronic attack (EA) systems that have been proven or
demonstrated for military use.
2. COTS Modular Enablers & Building Blocks: Commercial-Off-The-Shelf (COTS)
hardware, open software-defined architectures, and high-performance RF components.
AFRL is highly interested in innovative commercial building blocks—including Radio
Frequency System on Chip (RFSoC) technology, high-speed analog-to-digital converters,
and edge compute chips—that can support receive, process, and transmit capabilities in
a variety of active and passive military scenarios.
