About this opportunity
The Department of the Air Force Air Combat Command is seeking contractor support for Integrated Force Protection Logistics, Maintenance, and Sustainment Services (IFPLMSS) to provide comprehensive life cycle sustainment, program management, supply chain management, warehousing and distribution, property accountability, procurement support, transportation management, and organizational and depot-level maintenance for Force Protection systems. The services will be delivered across multiple Middle Eastern Air Force locations including Ali Al Salem Air Base (Kuwait), Al Dhafra Air Base (UAE), Al Udeid Air Base (Qatar), Prince Sultan Air Base (Saudi Arabia), and Muwaffaq Salti Air Base (Jordan), with centralized operations managed from a CONUS depot facility. Key contract objectives include ensuring integrated, enterprise-wide sustainment of Force Protection equipment, maintaining high operational readiness, implementing efficient supply chain operations, providing qualified personnel to augment Security Forces, and delivering cost-effective logistics support to forward-deployed warfighters. The evaluation will focus on the contractor's ability to demonstrate capabilities aligned with the draft Performance Work Statement, with interested prime contractors required to submit capability statements not exceeding three pages by November 14, 2025. This is currently a pre-solicitation Request for Information (RFI) for market research purposes, and the government reserves the right to modify the draft PWS before issuing the final solicitation, with no proposals being considered at this time.
This opportunity is set aside for Competitive 8(a) contractors. The government has provided detailed equipment master lists and force protection inventory documentation indicating the scope includes maintenance and sustainment of numerous security technologies such as bag scanners, body scanners, metal detectors, night vision devices, thermal imagers, communication equipment, and detection systems deployed across the five Middle Eastern military locations. No incumbent contractor information or specific award value has been disclosed in the pre-solicitation notice; however, the extensive inventory lists suggest a significant logistics and maintenance operation spanning hundreds of individual equipment items with various manufacturers represented. The contract will require the successful contractor to maintain property accountability systems, conduct semi-annual program management reviews, generate monthly status reports and equipment readiness reports, and develop a comprehensive transition plan. Interested contractors should note that all costs associated with responding to this RFI will be at the party's sole expense, as the government will not reimburse information gathering or administrative costs, and the final solicitation (FA489025R0003) is expected to follow the pre-solicitation phase.
