About this file

This Performance Work Statement (PWS) details requirements for Integrated Force Protection Logistics, Maintenance, and Sustainment Services (IFPLMSS) for the 9th Air Force Central Command (9AF AFCENT) in the United States Central Command (USCENTCOM) Area of Responsibility. The non-personal services contract will provide comprehensive logistics, maintenance, and sustainment support for Force Protection (FP) systems, focusing on total lifecycle management from a Continental United States (CONUS) facility. Key objectives include centralized accountability, maintaining high operational readiness, implementing an efficient supply chain, providing qualified personnel to augment Security Forces, and delivering cost-effective logistics support.

The contractor will be responsible for program management, supply chain management, warehousing, distribution, property accountability, procurement support, transportation management, and organizational to depot-level maintenance. Performance requirements include maintaining a quality control plan, conducting semi-annual program management reviews, managing materiel and property, operating a centralized logistics facility, and providing full-spectrum equipment maintenance. Specific deliverables include monthly status reports, property book inventory reports, equipment readiness reports, and a transition plan, with most documents due electronically within specified timeframes. The solicitation (FA489025R0003) is currently in pre-solicitation status under the Department of the Air Force Air Combat Command.

HEADQUARTERS AIR COMBAT COMMAND (HQ ACC)

ACQUISITION MANAGEMENT & INTEGRATION CENTER (AMIC)

PERFORMANCE WORK STATEMENT (PWS)

For INTEGRATED FORCE PROTECTION LOGISTICS, MAINTENANCE, AND SUSTAINMENT SERVICES (IFPLMSS)

1. INTRODUCTION

1.1 MISSION. The 9th Air Force Central Command (9AF AFCENT) is the air component of United States Central Command (USCENTCOM), a regional unified command. USAFCENT is responsible for air operations (either unilaterally or in concert with coalition partners) and developing contingency plans in support of national objectives for USCENTCOM’s 20-nation Area of Responsibility (AOR) in Southwest Asia. 9AF AFCENT Force Protection (FP) is responsible for the full-spectrum force and resource protection and base defense missions of assigned forces in the 9AF AFCENT Area of Responsibility (AOR).

1.2 BACKGROUND. This Performance Work Statement (PWS) establishes the requirements for a non-personal services contract to provide comprehensive, integrated logistics, maintenance, and sustainment support for Force Protection (FP) systems and expeditionary materiel. The purpose of this effort is to ensure continuous operational readiness of critical FP equipment and capabilities in support of United States Air Forces Central Command (AFCENT) and Department of Defense (DoD) components operating within the U.S. Central Command (USCENTCOM) Area of Responsibility (AOR). The contractor shall provide all personnel, supervision, equipment, tools, materials, and services necessary to perform the full spectrum of tasks defined herein. AFCENT operates in a dynamic and demanding environment that requires a robust, agile, and integrated sustainment framework. IFPLMSS provides an enterprise-level solution for lifecycle management of FP equipment and expeditionary materiel, designed to improve operational efficiency, materiel accountability, and support continuity. This effort centralizes contractor logistics support functions at a Continental United States (CONUS) facility while projecting responsive sustainment capabilities forward into the USCENTCOM AOR. The model is designed to maximize equipment availability, streamline logistics, and reduce total ownership costs through a single point of accountability.

1.3 SCOPE. The contractor shall deliver total lifecycle sustainment, including program management, supply chain management, warehousing and distribution, property accountability, procurement support, transportation management, and organizational-, intermediate-, and depot-level maintenance. The contractor shall ensure integrated, enterprise-wide sustainment of FP systems from CONUS depot operations through forward-deployed maintenance, achieving responsive, cost-effective, and reliable support to the warfighter.

1.4 Objectives.

· Provide a centralized, single point of accountability for total lifecycle sustainment of FP equipment and expeditionary materiel.

· Maintain the highest possible levels of operational readiness and availability across supported systems to meet dynamic mission requirements.

· Implement an efficient, transparent supply chain that ensures timely procurement, distribution, and accountability of materiel, Class IX parts, and consumables.

· Provide qualified and cleared personnel to augment Security Forces in mission-critical support roles.

· Deliver cost and performance efficiencies through integrated logistics functions, predictive sustainment, and performance-based approaches.

PART 2: PERFORMANCE REQUIREMENTS
