About this opportunity

The Joint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Defense (JPEO-CBRND) is conducting market research for Integrated Footwear Systems (IFS) for Special Operations Forces military personnel through Army Contracting Command - Aberdeen Proving Ground. The IFS is a specialized sock/liner system designed to protect feet from chemical and biological hazards, fabricated with Gore static CB protective Selectively Permeable Material (SPM) laminate and NFPA 1994 class 3 certification. Respondents must submit electronic, unclassified responses by 5:00 PM EST on 26 March 2025 to specific Army email addresses. The market research seeks detailed information on manufacturing capabilities, production capacity, component sourcing, manufacturing locations, packaging procedures, pricing, potential partners, and relevant experience with Gore materials. Evaluation will emphasize small businesses' capability to accomplish at least 50% of the work, with respondents required to provide comprehensive technical and operational details.

The pre-solicitation notice indicates no specific set-aside for this contract opportunity, and no incumbent contractors are mentioned in the documentation. While precise award values are not specified, the government will provide technical drawings, garment patterns, and specific protective materials as Government Furnished Information/Material, with the contractor responsible for manufacturing, assembly, packaging, and shipping the full systems to various US government locations. The solicitation targets the Cut and Sew Apparel Contractors (NAICS 315210) and Clothing, Special Purpose (PSC 8415) categories. Potential contractors must demonstrate ability to produce the protective footwear systems with Gore's specialized SPM laminate, capable of protecting against liquid, vapor, and particulate CBRN agents. Although specific production quantities are not detailed, the market research suggests the government is seeking a robust manufacturing partner with significant production capabilities and expertise in specialized protective garment manufacturing.
