About this file
This Request for Information (RFI) is issued by the Joint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Defense (JPEO-CBRND) to conduct market research for Integrated Footwear Systems (IFS) for Special Operations Forces (SOF) military personnel. The IFS is a sock/liner system designed to protect feet from chemical and biological hazards, primarily fabricated with Gore static CB protective Selectively Permeable Material (SPM) laminate, which is NFPA 1994 class 3 certified and provides protection against liquid, vapor, and particulate CBRN agents.
Respondents must submit electronic, unclassified responses by 5:00 PM EST on 26 March 2025 to specific Army email addresses. The submission should include details on manufacturing capabilities, production capacity (minimum/maximum monthly units), component sourcing, manufacturing location, packaging/shipping procedures, rough order of magnitude pricing, potential partners/subcontractors, and relevant experience with Gore materials. The government emphasizes the ability of small businesses to accomplish at least 50% of the work. Critical details include that the government will provide technical drawings, garment patterns, and specific protective materials as Government Furnished Information/Material, while the contractor would be responsible for manufacturing, assembly, packaging, and shipping the full systems to various US government locations.

INTRODUCTION:
THIS REQUEST FOR INFORMATION (RFI) NOTICE is being issued by the Joint Program Executive Office for
Chemical, Biological, Radiological, and Nuclear Defense (JPEO-CBRND), Joint Program Manager Special
Operations Forces (JPM SOF) through Army Contracting Command – Aberdeen Proving Ground (ACC-
APG), Natick Contracting Division (NCD), to conduct Market Research in accordance with FAR Part 10.
Responses to this notice are not considered adequate responses for a solicitation announcement.
DESCRIPTION:
The JPEO-CBRND has a requirement for Integrated Footwear Systems (IFS). The IFS is a sock/liner system worn under normal combat footwear to protect the foot against chemical and biological hazards. It is issued as a component of the Joint Service Lightweight Integrated Suit Technology , Joint Protective
Aircrew Ensemble and the AP-PPE MOD garment ensemble. The IFS, in combination with all listed garments provides protection for SOF military personnel from Chemical/Biological (CB) contaminants when worn as part of a total CB ensemble comprised of overgarment, hood, and footwear. IFS is primarily fabricated with Gore static CB protective Selectively Permeable Material (SPM) laminate. The
SPM laminate is the only National Fire Protective Association (NFPA) 1994 class 3 certified CB semi permeable fabric currently in the marketspace. The fabric is breathable and reduces the thermal burden of responder during operation while providing protection against liquid, vapor, and particulate CBRN agents. NFPA establishes requirements for protective ensembles and ensemble elements to safeguard emergency first responder personnel from chemicals, biological agents, and radiological particulates
(CBRN) terrorism agents.
See visual depiction below:
AP-PPE MOD Visual Depiction
The IFS was designed by the Department of Defense, and technical drawings and garment patterns of the training AP-PPE Mod would be made available as Government Furnished Information to the awardee of any pursuant contract or Delivery Order that could result from the maturing efforts of this market research. The specific chemical and biological protective materials (Gore & Associate Inc: Eagle
Laminate-static, seam tape and seam tape pretreatment) will be provided as Government Furnished
Material (GFM). The Contractor would be responsible for the manufacture or procurement of all other components, assembly of components, packaging, and shipment of full systems to various Continental
US Government locations.
