About this opportunity
The Department of Transportation (DOT), Office of the Secretary, seeks qualified contractors to provide comprehensive Integrated Employee Assistance Program (EAP) and WorkLife Services to support approximately 55,000 DOT employees across all operating administrations. The services must include 24/7 toll-free counseling access, substance misuse assessment and rehabilitation for safety-sensitive and security-sensitive employees, critical incident stress management, workforce training, and WorkLife services including life management referrals and senior care assessments. Key contract requirements mandate that contractors establish provider networks with 30-minute drive times for in-person counseling, maintain at least six full-time credentialed case managers for substance misuse rehabilitation services, answer 85% of toll-free calls within 20 seconds by licensed clinicians, and schedule non-emergency appointments within three calendar days. The DOT anticipates awarding one fixed-price contract. Questions and comments on the draft Statement of Work must be submitted via email to Abdul Qader Latifi and Robin Golden by February 11, 2026, at 4:30 PM Eastern Standard Time, and the government will address all inquiries during a virtual industry day scheduled for February 19, 2026, from 10:00 a.m. to 12:00 p.m. EST via Microsoft Teams.
This procurement carries no set-aside designation and does not specify an incumbent contractor or budget ceiling. The contract award will consist of one five-year term comprising a one-year base period and four one-year option periods. The scope of services encompasses all 50 states, U.S. territories, and international locations with dedicated support in London, Brussels, Frankfurt, Singapore, and Shanghai, as well as 20 hours weekly onsite support at the Washington DC headquarters. Additional performance requirements include delivering approximately 150 training sessions annually for approximately 4,000 participants, providing Critical Incident Stress Management services for an average of 46 events annually with surge capacity for disasters, and submitting quarterly promotional materials along with quarterly and annual utilization reports. Interested firms must RSVP to both contracting officers by February 17, 2026, at 12:00 p.m. EST to receive the Microsoft Teams meeting link for the industry day.
