About this opportunity
The Centers for Medicare & Medicaid Services (CMS) issued a Limited Source Justification Notice for the Integrated Communications Management Operations and Technical Assistance (ICMOTA) program, a follow-on contract to provide operational and technical support to CMS's Office of Communications. The contract encompasses strategic development and implementation support for stakeholder management, support for CMS campaigns and initiatives, conference and meeting logistics, and various technical and operational functions. CMS awarded the 12-month contract to Novak Birch, Inc., a small business, for a total projected cost of $2,134,030 under a Time and Materials contract type with a period of performance from September 19, 2025, through September 18, 2026. The justification for the limited source award cites unexpected delays resulting from HHS reductions and system access issues that prevented conducting a competitive procurement within the required timeframe, though CMS conducted market research in March 2025 confirming that multiple small businesses could perform the work. CMS intends to conduct a competitive procurement in fiscal year 2026, with plans to set aside future opportunities for woman-owned small businesses.
Notice text
The Centers for Medicare & Medicaid Services (CMS) has a substantial responsibility to provide information, integrated communications toolkits, and other various resources to external and internal CMS stakeholders, CMS beneficiaries, consumers, and the public. The presidential priority to “Make America Healthy Again”, and related agency priorities to crush fraud, empower beneficiaries, incentivize providers, and align spending and values, increase the need to raise awareness among CMS stakeholders and coordinate internally about the purpose and benefits of CMS programs, policies, and initiatives.
With that in mind, this contract aims to provide broad operational and technical support to the CMS/Office of Communications/Integrated Communications Management Staff (ICMS) related to the objectives, tasks, and goals of the group. This support includes, but is not limited to:
1. Obtaining strategic development and implementation support for overall management with various internal and external stakeholders.
2. Support various CMS campaigns and initiatives;
3. Support various conferences/meetings/gatherings and provide logistics and CMS materials, and
4. Support various other technical and operational functions of the office.
Awarded contract 47QRAA24D00C8 to unknown vendor for unknown amount on 2025-09-29.
