About this opportunity
The Department of the Air Force Materiel Command at Robins Air Force Base (AFLCMC) seeks a contractor to provide sustainment and modernization support for the Integrated Broadcast Service Enterprise Services (IBS-ES) program. The required services encompass a comprehensive range of support activities including acquisition support, system engineering, software maintenance, cyber security, technical support, spares, repairs, upgrades, modifications, and program management. This is a highly classified Top Secret/Sensitive Compartmented Information (TS/SCI) program that mandates all personnel possess either a TS/SCI or Secret clearance, or maintain eligibility for TS/SCI clearance adjudication. The evaluation process will prioritize the contractor's capability to sustain and modernize the IBS-ES system while supporting the United States Government, National Partners, and Collaborating Nations. Key dates include a solicitation issue date of approximately January 16, 2025, with proposals due by March 13, 2025, and a pre-solicitation deadline of January 30, 2026.
This procurement is designated as a sole-source award with no set-aside provisions, and will be awarded exclusively to Mission Essentials Group (MEG), LLC, the current incumbent contractor located in New Albany, Ohio. The contract will span a five-and-a-half-year performance period from July 20, 2025, through January 19, 2031, structured as a three-year base period followed by two one-year options and an additional six-month extension option. No technical data or government-furnished information will be provided to the contractor, as the government does not have access to the IBS-NS data. Interested parties should request the full solicitation through SAM.gov using electronic procedures. While no specific budget range is disclosed in this pre-solicitation notice, the extended performance timeline and comprehensive nature of the required services indicate a substantial contract value.
