About this opportunity
The United States Transportation Command (USTRANSCOM) is seeking a contractor to provide technical engineering services and Software Development Life Cycle (SDLC) management support for the Integrated Booking System (IBS), which is critical for global ocean cargo shipment during peacetime, wartime, contingency, and humanitarian relief operations. The solicitation will be an unrestricted firm-fixed price/labor hour task order against GSA MAS 54151S, utilizing a two-phase best value tradeoff approach with technical factors weighted more heavily than price. In Phase I, only offerors receiving "Some Confidence" or "High Confidence" in technical evaluation will advance, with key evaluation areas including cloud environment capabilities, information assurance, staffing approach, and transition planning. Past performance will be evaluated for the apparent awardee based on up to 5 references demonstrating experience in agile development, cloud migration, Defense Transportation Regulation compliance, and Risk Management Framework (RMF) accreditation. The projected timeline indicates the solicitation will be released on 3/12/2025, with Phase 1 proposals due 3/21/2025, and a planned award by 10/1/2025.
The contract opportunity is currently not set aside for any specific business category, and no incumbent contractor is mentioned in the documentation. The period of performance includes a base period of one month (March 1-31, 2026) with five additional one-year option periods extending through March 31, 2031. The projected annual workload for new software development is estimated at 12,230 labor hours, with the contractor required to maintain system availability above 98.5% and deliver software with no major defects and no more than 5 medium defects per 12-month period. The contract will support the migration of IBS environments from the Centralized Enclave to a cloud-native computing platform, and involves Covered Defense Information as defined in DFARS 252.204-7012. Contractors will be expected to coordinate with the government to synchronize activities with other Surface Deployment and Distribution Command (SDDC) transportation management efforts, with a Full Operational Capability date targeted for 4/1/2026.
