About this file
This is a presolicitation notice outlining the acquisition strategy and evaluation factors for the Integrated Booking System (IBS) task order HTC711-25-QD004. The requirement will be solicited as an unrestricted firm-fixed price/labor hour task order with T&M CLINs against GSA MAS 54151S under NAICS 541511 (Custom Computer Programming Services) for SDDC at Scott AFB, IL.
The solicitation will use a two-phase best value tradeoff approach, with technical factors weighted more heavily than price. Phase I will evaluate technical subfactor 1 (IBS System Sustainment), with only offerors receiving "Some Confidence" or "High Confidence" advancing to Phase II. Key evaluation areas include cloud environment capabilities, information assurance, staffing approach, and transition planning. Past performance will be evaluated only for the apparent awardee based on up to 5 references from the past 3 years demonstrating experience in agile development, cloud migration, Defense Transportation Regulation compliance, EDI/XML implementation, and RMF accreditation. The projected timeline shows solicitation release on 3/12/2025, Phase 1 proposals due 3/21/2025, and planned award by 10/1/2025, with Full Operational Capability required by 4/1/2026.

SUBJECT: Acquisition Strategy, Milestone Updates, and Evaluation Factors for HTC711-25-Q- D004 Integrated Booking System (IBS)
This is not an official solicitation and the Government is not requesting nor accepting proposals at this time.
1. Acquisition Strategy and Evaluation Approach:
This requirement will be solicited unrestricted under North American Industry Classification System (NAICS) code 541511, Custom Computer Programming Services. It is the Government’s intent to award a firm-fixed price (FFP) / labor hour (LH) task order with Time & Material (T&M) CLINs against GSA MAS 54151S to one contractor who demonstrates the ability to successfully provide support for the IBS requirement for SDDC at Scott AFB, IL.
This will be a subjective best value tradeoff source selection and evaluations will be conducted in accordance with FAR part 8.4. All Technical Subfactors when combined are more important that Price. Within Technical Capability, Subfactor 1 is the most important and considered more important than Subfactors 2, 3 and 4. Subfactors 2, 3 and 4 are considered equal. Subfactor 5 is pass/fail. Past Performance will be evaluated as Confidence/No Confidence on only the apparent awardee.
This solicitation will be evaluated in two phases. Initially for Phase I, the Government will review each offeror’s quote to verify that each volume conforms to the solicitation requirements (to include all terms, conditions, representations, certifications, and all other information required by the solicitation); quotes will be determined as “compliant” or “not compliant” with the solicitation requirements. Next, the Government will evaluate each offeror’s Phase I Technical (Technical Subfactor 1) and assign a Technical Capability Rating as defined below.
Once Phase I evaluations are complete, notices will be provided to the offerors. Offerors receiving a Technical Capability Rating of Some Confidence or High Confidence will be invited to participate in Phase II. Offerors receiving a Technical Capability Rating of Low Confidence will no longer be considered for award.
2. Projected Key Milestone Dates:
Issue Solicitation: 03/12/2025
Proposals Due for Phase 1: 03/21/2025
Proposed Award Date: 10/1/2025
3. DRAFT Evaluation Factors and Submission Requirements:
(A) Price. This volume shall contain the offerors’ Price Quote, in the form of an Excel spreadsheet and all backup documentation used to support the prices.
(1) Offerors shall submit a price breakout in a MS Excel spreadsheet identifying the labor category, labor rate, and labor hours by PWS Task and Subtask Area for the base and all option periods. All calculations shall be rounded to the nearest penny.
(B) Technical Capability. This volume shall contain the offeror’s Technical Approach/Capability using Adobe or Microsoft Word.
(1) Subfactor 1 – IBS System Sustainment
Offeror shall provide a detailed technical approach to effectively and efficiently provide services covered under Task Area 2, PWS paragraphs 3.2.2, 3.2.3, 3.2.5, 3.2.6, 3.2.8, and 3.2.11.
(2) Subfactor 2 – Cloud Environment
Offeror shall provide a detailed technical approach to effectively and efficiently provide services covered under Task Area 4, PWS paragraphs 3.4.1-3.4.2.
(3) Subfactor 3 – Information Assurance
Offeror shall provide a detailed technical approach to effectively and efficiently provide services covered under Task Area 7, PWS paragraphs 3.7.2, 3.7.2.1, 3.7.2.2, and 3.7.3.
(4) Subfactor 4 – Staffing Approach
Offeror shall propose a sound Staffing Approach which identifies the necessary personnel resources given the offeror’s unique technical approach to performing the requirements.
The Staffing Matrix shall identify the GSA MAS 54151S labor category and hours by Task and Subtask Area; and any additional qualifications beyond the offeror’s GSA MAS 54151S contract. Only GSA MAS 54151S labor categories will be allowed. The Staffing Approach shall provide stable staffing, with types and numbers of positions proposed, that are sufficient to ensure successful performance of the requirements based on the offeror’s unique technical approach. The staffing approach shall also include the offeror’s plan to ensure all residential and foundational qualifications in accordance with (IAW) DOD 8140.03M identified in Appendix G, from the PWS are met throughout the performance period. The number of annual hours used to represent one full time equivalent shall also be identified in the Staffing Matrix. In the event of a discrepancy in the comparison of the Staffing Matrix to the Price Quote, the Price Quote shall be considered to represent the offeror’s intent.
(a) Subcontractor Staffing Approach. If utilizing a subcontractor, list each proposed subcontractor (large or small business) arrangement. Also, identify the
CAGE Code for each. Identify each subcontractor that will be performing by Task and Subtask Area and the percentage of work to be performed by your company and your subcontractor.
(4) Subfactor 5 – Transition Plan
Offeror shall submit a transition plan to ensure personnel are available to accomplish all PWS tasks at the start of Fully Operational Capability (FOC) on 1 April 2026 as described in PWS Task Area 9.
(C) Past Performance
(1) Offeror shall submit no more than five (5) past performance references of Government (DoD, federal, state & local) or commercial contracts/work efforts which they consider relevant (has logical connection to the work described in PWS), which are currently being performed or were performed within the last three (3) years (of the quote due date), and which demonstrates their ability to perform the work identified in the past performance areas as listed in subparagraph two (2) below. A past performance reference shall be a single Government or commercial contract/work effort. Since an umbrella contract or agreement (e.g. IDIQ or BPA) does not result in actual performance, it will not be considered as a valid reference; only the work performed on the resulting delivery/task order or call will be accepted. Individual deliveries/task orders awarded against a basic contract will be considered a single past performance example. Offeror should provide a clear explanation of the relevancy of each reference submitted;
however, the Government will not be bound by those statements in making its own relevancy.
(2) Note that each individual reference does not need to reflect performance in all identified performance areas; however, the Government will give greater consideration to references that reflect past performance in multiple performance areas. Offeror is to provide past performance information in the following performance areas as it relates to DoD, federal, state and local Government, and/or commercial experience:
(a) Performance Area 1: Experience applying agile development methodologies to develop software and experience in maintaining applications, to include fixing defects and maintaining application software, tools, requirements decomposed, user stories, capabilities, servers, interfaces, databases, and related functionality in support of application user communities.
(b) Performance Area 2: Experience with migrating from cloud-to-cloud environments. This includes experience working with DevSecOps CI/CD pipeline, Resiliency, Containerization, Application Programming Interface (API)/Web Services, Application Refactorization and Automation Testing.
Provide details of performance experience in a zero-trust IL-5 environment and compliance with government and cybersecurity directives.
(c) Performance Area 3: Experience with the Defense Transportation Regulation (DTR), working with USTRANSCOM, SDDC and Ocean carriers analyzing and Interpreting Rules and Regulations Governing the Transportation of DoD Ocean Freight.
