The purpose of this Special Notice is to determine whether NOAA should proceed with a sole-source procurement or conduct a competitive procurement. Interested sources must submit capability statements with technical data and cost information by June 24, 2024, demonstrating their ability to meet the specified requirements, which include insulation, viewing windows, bulkhead fittings on the tanks, and biomedia, filters, and protein skimmers on the sumps. The delivery location is the James J. Howard Marine Sciences Laboratory in New Jersey, with a delivery schedule before September 1, 2024. Based on the responses received, NOAA will decide whether to award a sole-source contract or pursue a competitive procurement.
