This document is a Statement of Need (SON) for a federal contract opportunity to provide insulated tanks and sumps for the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC). The requirement is for 18 tanks and 6 sumps with biofilter infrastructure to conduct temperature and CO2 exposures of American lobster. The vendor must meet salient technical specifications, including tank size, insulation, viewing windows, and bulkhead fittings, as well as sump size and internal components. The delivery location is the James J Howard Marine Sciences Laboratory in New Jersey, with a delivery schedule before September 1, 2024.

The related federal contract opportunity is a special notice for a single-source, firm-fixed-price contract to Ocean Design for the required tanks and sumps. Interested sources must submit capability statements with technical data and cost information by June 24, 2024. The government will determine whether to conduct a competitive procurement or proceed with a sole-source award based on the responses received.
