About this opportunity
The Department of the Air Force Air Combat Command is conducting market research for an Instrument Landing System (ILS) upgrade at Al Udeid Air Base in Qatar. The project involves replacing a 20-year-old Cat-I system with a new fully functional Indra Cat-II system to improve aircraft landing capabilities during inclement weather. Interested firms are required to submit a five-page capabilities package that includes company information, SAM UEI and CAGE codes, three past references, and details about potential subcontracting arrangements. The government seeks a turn-key reliable ILS system with 99% operational availability, remote monitoring capabilities, and a 15-year manufacturer warranty. Responses must be electronically submitted to ivey.trulove.1@us.af.mil by 1700 EDT on May 5, 2025, with all contractors required to be registered in the System for Award Management (SAM) database.
The pre-solicitation notice indicates no specific set-aside designations, meaning businesses of any size standard that meet specifications can compete for the contract. The contract will be issued under NAICS code 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. While no specific award value is mentioned, the comprehensive requirements suggest a significant investment in advanced navigational technology. The project timeline implies a complex installation process that will include site survey, project support planning, system orientation training, and FAA commissioning flight inspection. The new ILS system must include localizer, glideslope, Distance Measuring Equipment (DME), monitors, and a Windows-11 compatible Remote Control Status Unit, with the government providing primary infrastructure like power, concrete pads, and network connectivity.
