About this opportunity

The U.S. Department of Navy, Naval Research Laboratory (NRL) Contracting Division has issued a Special Notice announcing its intent to enter into a sole source contract with the Institute of Physics (IOP) for an annual subscription renewal to the IOP Online Library Platform. This procurement is being conducted under Federal Acquisition Regulation (FAR) 6.302-1, which allows for sole source contracting due to IOP's exclusive intellectual property rights to the scientific content. The subscription will serve the Ruth H. Hooker Research Library at NRL's Washington DC location, providing scientists and engineers with access to essential research materials across multiple scientific and technical disciplines. The Naval Research Laboratory requires this branded acquisition to support its research and development missions through licensed information content on IOP's platform. This notice was posted on September 2, 2025, and falls under the periodical publishers industry classification.

The primary objective of this Special Notice is to inform potential contractors that while NRL intends to proceed with a sole source contract due to IOP's unique copyright ownership, other firms may submit capability statements if they believe they can meet the requirement. Interested contractors have until September 16, 2025, to provide written notification to the Contracting Officer, giving them a 15-day response window from the publication date. Any submitted materials, including capability statements, proposals, quotations, or supporting evidence, must contain sufficient detail to demonstrate the firm's ability to comply with the subscription requirements. The government retains complete discretion in determining whether to compete this procurement based on responses received to the notice. While no formal solicitation will be posted, the government will consider all responses submitted within the specified timeframe, though the decision to maintain the sole source approach or open competition remains entirely at the agency's discretion.
