About this opportunity

The Department of Energy, through Princeton Plasma Physics Laboratory (PPPL), is soliciting proposals for construction services to install a 10MVA power transformer designated as XQT-3 at their James Forrestal Campus facility in Princeton, New Jersey. This procurement under RFP 25-042R requires a qualified general contractor to provide all labor, materials, and equipment necessary for the complete installation, startup, commissioning, and turnover of the replacement transformer, which will partially replace the existing XQT-1 "Big Blue" transformer to serve house loads in the 138kV switchyard. The contractor must have capabilities in power and communication line construction as specified under NAICS code 237130. While the specific evaluation criteria are contained in Section IV of the RFP documents, contractors must submit bid bonds or certified checks for 20% of their proposed price and provide performance and payment bonds equal to 100% of the subcontract price within 10 days of award. A pre-proposal videoconference is scheduled for June 18, 2024, at 1:30 PM EST, with final proposals due by 4:00 PM EST on August 6, 2025.

This procurement is conducted as an unrestricted, full and open competition with no set-aside designations, though one document references small business considerations with a size standard of $45 million in annual sales. No incumbent contractors are specifically identified in the available documentation. The contract value is not explicitly stated, though the scope involves installing a single 10MVA transformer unit along with associated circuit switchers and medium and high voltage cables that will be pre-purchased by PPPL. The project timeline extends through the installation, startup, and commissioning phases until final turnover to PPPL operations. All work will be performed at Princeton Plasma Physics Laboratory located at 100 Stellarator Road, James Forrestal Campus, US Route 1 North, Princeton, New Jersey 08543. The contractor must comply with Davis-Bacon prevailing wage requirements as indicated by General Decision Number NJ 20200036.
