About this opportunity
The Library of Congress is seeking a contractor to install sixty emergency alert beacons across three campus buildings (James Madison, John Adams, and Thomas Jefferson Buildings) and integrate them with the Joint Emergency Mass Notification System (JEMNS). The beacons are required for designated areas where existing building alarms and public address speakers are not sufficiently audible to alert staff and visitors during emergencies. Contractors must be authorized Alertus Beacon partners and provide proof of UL Certification along with their technical proposals. The evaluation will use a low-price, technically acceptable methodology, with the contract awarded to the responsible offeror providing a technically acceptable proposal at the lowest price. The original proposal deadline was August 19, 2025, though questions were accepted until August 12, 2025, and proposals must be submitted electronically to the Contracting Officer and Contract Specialist.
This procurement does not utilize any set-aside designations and is unrestricted competition. No incumbent contractors are identified in the solicitation documents. The contract structure includes a firm-fixed price base period from September 30, 2025, to September 29, 2026, with four optional one-year help desk support periods extending through September 29, 2030. The work involves installing exactly sixty beacons in specific locations throughout the Library's Washington, DC campus, with detailed installation locations provided in the solicitation attachments. Performance will take place at the Library of Congress facilities on Capitol Hill, with architectural drawings and building maps available to contractors upon request during the bidding period.
