About this opportunity
The National Park Service Southeast Region seeks design, permitting, and installation of an off-grid photovoltaic solar power system at El Abanico Outworks Restroom, a historic structure at San Juan National Historic Site in Puerto Rico, with proposals due July 10 and a mandatory site visit on June 18. This is a Total Small Business Set-Aside competitive action, limiting bidders to firms holding small business designation in SAM.gov.
Place of performance is San Juan National Historic Site, Puerto Rico. The scope requires a complete off-grid system capable of delivering approximately 50 amps to support restroom operations for a minimum of eight hours per day, with all work completed within 120 calendar days from Notice to Proceed. Historic preservation compliance is paramount: the contractor must minimize visual impacts from public viewpoints, preserve historic rooflines and architectural character, avoid permanent damage to historic masonry and roofing materials, minimize roof penetrations, and obtain advance approval from the NPS Historic Preservation Office on all attachment methods before proceeding with installation. The contractor must demonstrate prior experience designing and installing photovoltaic systems on historic structures with preservation-sensitive construction methods. Design must accommodate coastal marine exposure, high humidity, salt-air conditions, and hurricane wind loads per Puerto Rico Building Code. All equipment must be UL-listed and suitable for coastal marine environments. Battery storage is mandatory. Design and structural drawings must be stamped by a Professional Engineer licensed in Puerto Rico. Deliverables include stamped calculations and drawings, permit documentation, equipment submittals, as-built drawings, operations and maintenance manuals, commissioning reports, warranty documentation, and photo documentation. The contractor must provide training to Government personnel on system operation, safety, emergency shutdown, and preventive maintenance. Warranty requirements include 25 years for solar panels, 10 years for inverters, and one year for workmanship, with contractor labor included for warranty repairs and preventive maintenance during the warranty period. The contract is firm-fixed price, estimated between $100,000 and $250,000, with a performance period of August 1 to April 30, 2027. The contractor must furnish 100 percent performance and payment bonds and maintain the site superintendent as a prime contractor employee. NAICS 238210, PSC 6117. Award will be made to the responsible offeror providing best value based on technical approach and methodology (most important), relevant experience and past performance, key personnel and project management qualifications, and price. Questions must be submitted by June 22. Contracting Officer: Noelli Medina, noelli_medinamarin@ios.doi.gov, (470) 819-0940.
