About this file

This is a Scope of Work (SOW) for a solar power installation project at the Outworks Restroom, a historic structure within San Juan National Historic Site in Puerto Rico (PMIS 352569, located at 501 Calle Norzagaray). The National Park Service project requires the contractor to design and install a complete off-grid photovoltaic system capable of delivering approximately 50 amps of electrical service to support restroom operations for a minimum of eight hours per day. The contractor must provide all labor, materials, supervision, equipment, permits, and incidentals necessary for the project. Work must be completed within 180 calendar days from Notice to Proceed and must comply with the Secretary of the Interior's Standards for the Treatment of Historic Properties, the National Historic Preservation Act, the Puerto Rico Building Code, the National Electrical Code, and OSHA regulations.

Historic preservation requirements are paramount given the site's significance within a historic fortification setting. Solar panels must be installed to minimize visibility from public viewpoints, preserve historic rooflines and architectural character, and avoid damage to historic masonry or roofing materials. All attachment methods require advance approval from the NPS Historic Preservation Office, and the contractor must coordinate with NPS Cultural Resources staff, any assigned Historic Architect, and the State Historic Preservation Office. A mock-up installation may be required prior to full installation. The contractor must conduct detailed site assessments, develop stamped design drawings by a Puerto Rico-licensed Professional Engineer with historic structure experience, and ensure the system is designed for coastal marine environments, high humidity, salt exposure, and hurricane wind loads per Puerto Rico Building Code. Materials must include high-efficiency low-profile photovoltaic panels, corrosion-resistant marine-grade aluminum or stainless steel racking, hurricane-rated attachment systems, properly sized inverter(s), battery storage (mandatory for off-grid operation), disconnects, grounding, overcurrent protection, and monitoring systems. All equipment must be UL-listed and appropriate for coastal historic environments. The contractor must obtain all required permits, conduct structural assessments, perform installation with proper waterproofing, complete testing and commissioning, and provide as-built drawings, product data, warranties, operation and maintenance manuals, photo documentation, and staff training. Warranty requirements include a minimum 25-year performance warranty for solar panels, minimum 10-year warranty for inverters, and a minimum 1-year workmanship warranty beginning upon Government acceptance, with contractor labor included for warranty repairs and preventive maintenance required during the warranty period.
