DESCRIPTION: Cannon AFB, NM intends to issue a Request for Proposal (RFP) FA4855-18-R-0050 for Install Lift Station, Chavez Gate. The project will encompass replacing two submersible sewage pumps by new pumps matching the existing (3-phase, 60 hertz,460 Volt, 50 horsepower, 1750 RPM, 6" suction and discharge diameter) and all associated parts and accessories to include both new check valves and tees, and deliver finished working product. All surface iron and steel submerged or exposed to moisture shall be prepared per SSPC-SP-6 commercial blast cleaning and coated.
The solicitation will use the Two-Phase Design-Build Selection Procedures:
Phase 1 - all offeror's proposals will be evaluated for the ability to design and build. Recent and relevant design-build projects, as well as the offeror's Technical Approach to this project will be evaluated.
Phase 2 - All offerors in the competitive range, not to exceed 5 offerors, will submit a 30% Design to demonstrate an understanding of the requirements and limitation, and to present a practical and appropriate design solution.
PROJECT DURATION: Period of performance shall not exceed 98 calendar days for design and construction, starting at the Notice to Proceed date.
TYPE OF CONTRACT AND NAICS: This RFP will be for one (1) design/build Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 237110 Water and Sewer Line and Related Structures Construction.
TYPE OF SET-ASIDE: 100% small business set-aside
CONSTRUCTION MAGNITUDE: IAW FAR 36.204 the magnitude of this construction project is anticipated to be between:

ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation on or about 13 September 2018. Details regarding the Site Visit will be included in the solicitation. Actual dates and times will be identified in the solicitation. Additional details can be found in the solicitation when it is posted to http://www.fbo.gov.
SOLICITATION: The official solicitation, when posted, will be available free of charge by electronic posting only and may be found at Federal Business Opportunities website, http://www.fbo.gov. Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored. Project files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. To download the solicitation for this project, contractors are required to register at the Federal Business Opportunities website at http://www.fbo.gov. Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
