Upgrade Sanitary Sewer Lift Station at Chavez Manor
Project Number: CZQZ 17-0018
Cannon Air Force Base, New Mexico
Date: 17-Aug-2018
1. OBJECTIVES: The objectives of this Work include but are not limited to:
1.1. Replace two submersible sewage pumps by new pumps matching the existing (3-phase, 60 hertz, 460 Volt, 50 horsepower, 1750 RPM, 6” suction and discharge diameter) and all associated parts and accessories to include both new check valves and tees, and deliver finished working product.
1.2. All surface iron and steel submerged or exposed to moisture shall be prepared per SSPC-SP-6 commercial blast cleaning and coated as follow: one coat of primer, koppers 300-M or approved equal; two finished coats of Koppers 300-M or approved equal. Total dry film thickness not less than 30 mils.
1.3. Apply epoxy liner to interior wet well for protection against water and chemical reactions and to extend structure lifespan.
1.4. Replace existing float sensors with new, match to the existing. Add additional float for increased high high level alarm.
1.5. Upgrade existing hoist -2000 Lb capacity- wheels and track to run over tracks similar to railway track
1.6. Construct 36’X36’X4’secondary containment adjacent to the lift station; it should be concrete structure to contain sewer overflow in case pumps or controls go down. Grade the base to one corner for pumping out all collection from one point into the pressurized line and upstream of backflow preventer. Provide low point drain in secondary containment to release storm water with minimum 4" lockable gate valve. Minimum height of secondary containment is 4 feet measured from drainage level to the finished base. Interior surfaces should be smooth finish and lined up with epoxy liner.
1.7. Provide chain link fence around secondary containment at 10 feet from its perimeter, secured enter gate, 6 feet height, 9 gauge wire, two inch post schedule 40, at 10 feet on center.
1.8. T-off the pressurized line and provide L-shape piping assembly with backflow preventer and gate valve ready to connect to clamp hose for pumping out collection from the secondary containment.
1.9. Grade and concrete pave the ground around lift station; channel pavement through to drain into the secondary containment in case lift station flood over.
1.10. Provide outdoor lighting, off/on switch, and 120 GFI power outlet near control panel and generator; provide outdoor security light around secondary containment.
1.11. Upgrade existing control system to include:
1.11.1. Provide telephone landline service at the lift station control panel
1.11.2. Install a new ultra-sonic level sensor. Ultra-sonic level sensor shall have the same

Statement of Objectives (SOO) number of sampling points as the ball float system plus one additional extreme high level sensor.
1.11.3. Install an autodialed capable for generating phone calls in accordance with the twelve
(12) alarm status points to include twenty (20) phone numbers. Coordinate with the plumbing and control shops the appropriate message for each alarm and dialing sequence.
1.11.4. Replace pump motor’s controller
1.11.5. Upgrading existing control under the subject SOO shall not overlap with current contract “Repair SCADA System at Water Treatment Plant (WTP)”, nor shall it circumvent the requirements of furnishing complete and usable product.
1.11.6. Verify communication of lift station controls to base wide SCADA system; verify warning signals and alarms are visually and audibly recognized locally at the lift station and at the base plumbing shop.
2. BACKGROUND: Due to some control issues, existing lift station has overflowed multiple times because floats did not send the appropriate signals to initiate pumps, and/or emergency signals were not recognized at plumbing shop when collection level reached its limit. For existing conditions please see attached drawings; it is the contractor’s responsibility to substantially verify drawings and any Gov’t furnish information.
3. PERIOD OF PERFORMANCE: Project period of performance shall not exceed 98 calendar days for design and construction, starting at the Notice to Proceed date.
4. PROJECT LOCATION: Cannon AFB, eight miles west of Clovis, NM
5. MEETINGS: The contractor shall attend one project kickoff meeting within one week of Notice to Proceed and one post-survey briefing following the site visit. The contractor shall prepare and distribute meeting minutes from each meeting.
6. GOVERNMENT FURNISHED INFORMATION: Upon the Contractor’s request, the Government will provide electronic and/or hard copies of available documents and correspondences pertinent to the Work.
DESIGN REQUIREMENTS
7. LEGAL COMPLIANCE: All design solutions must be in compliance with all public laws and the
Code of Federal Regulations. In addition, design solutions must comply with any pertinent Executive Orders and Department of Defense Instructions or Directives identified and provided by Air Force representatives during the course of project design. In addition, all drawings need to be stamped by a licensed mechanical engineer.
8. SPECIFIC DESIGN SERVICES:
8.1 Establish a schedule for design services including dates of anticipated site visits, team meetings and submission dates for 55%, 95%, and 100% which will include SOO, drawings, and specifications per submittal. Allow at least one week from date of each submittal for AF representatives to provide review comments and approvals. Upon approval of the 95% drawings, the Contractor shall submit the approved drawings incorporating any comments as an “Issue for Construction” set.
8.2 The Design-Build Entity (DBE) shall be responsible for resubmitting designs for any disapproved submittals. The 95% design drawings are expected to have all comments resolved before approval.
8.3 The DBE is responsible for furnishing all services required to coordinate and meet with building users, utility shop subject matter experts, and Air Force personnel as needed to clarify program requirements and to develop appropriate design solutions.
8.4 Conduct site visits, design charrettes and data gathering efforts to completely and accurately develop the design package for construction. Site visits shall include, but not limited to, a kickoff meeting, gutter/downspout assessment, and verification of existing building and utility as-builts.
8.5 Investigate and verify existing conditions to confirm project feasibility and any other work that may be required to complete the scope of objectives described above.
8.6 At appropriate scheduled intervals, present proposed design solutions including product, material and color recommendations for Air Force review.
8.7 Document and submit meeting minutes from all data gathering efforts with government personnel.
8.8 At each stage of design development, provide estimates of anticipated project cost. In coordination with Air Force personnel, adjust project scope as needed to meet scope limitations.
Recommend additional improvements, if any.
8.9 Plans shall be stamped by a licensed, registered engineer and architect, and be denoted “Issue for Construction.”
9. DESIGN DELIVERABLES: The following must be provided to the designated Contracting Officer (CO) and Contracting Officer’ Representative (COR) or Program Manager (PM):
9.1. Project Schedule: Within one week of notice to proceed, provide a legible project schedule in printed and PDF format for design services to include dates of anticipated site visits, team meetings, and other milestone dates. Design schedule shall be in the form of an AF 3064 and Gantt chart. The schedules must be sufficiently detailed to enable tracking of design progress and the anticipation of critical tasks.
9.2. Design Progress Submittals: Submit progress SOO, drawings, and specifications at 55%, 95%, and 100% “Issue for Construction” completion unless otherwise directed. Allow at least one week from date of each submittal for AF representatives to provide review comments and approvals. Upon approval of the 95% drawings, the Contractor shall submit the approved drawings incorporating any comments as an “Issue for Construction” set.
9.3. As-Built Construction Drawings and Specifications: Upon completion of construction, provide as-built drawings and specifications incorporating any departures from the original contract documents.
9.3.1. Electronic As-built Drawings and Specifications: Provide electronic drawing files in a format compatible with AutoCAD 2014 including all external references required to view and print the drawing files properly. Include all necessary *.ctb, *.pc3 or similar files needed to properly set line weights for printing. Drawing files should be organized in general accordance with the Department of Defense A/E/C CAD Standard (ERDC/ITL TR- 12-X) available in PDF format on many federal websites. In addition, provide drawings in PDF format for on-screen viewing and reproduction. Provide final project specifications in PDF and Microsoft WORD *.doc or *.rtf format.
9.3.2. The file naming convention and file structure shown in the As-built Submittal Guidelines shall be used in lieu of what is found in the Department of Defense A/E/C CAD Standard.
9.3.3. Hardcopy As-built Drawings and Specifications: Provide two (2) full size and two (2) half size printed copies of the as-built drawings and two (2) copies of the final specifications.
9.3.4. Scale in CAD is 1’=1”, and North Arrow is up
9.3.5. The file naming convention and file structure shown in the As-built Submittal Guidelines shall be used in lieu of what is found in the Department of Defense A/E/C CAD Standard.
9.3.6. Layers shall be easily identifiable by use of appropriate nomenclature by discipline.
9.4. SCHEDULE OF MATERALS SUBMITTAL (SOMS): Submit a Schedule of Materials for construction.
Progress SOMS must be submitted and approved by the government with each progress submittal. Final approved SOMS shall be issued “For Construction.”
9.5. Operation and Maintenance Manuals: Provide O&M Manuals including all warranties, vendor contacts, relevant product data including proper maintenance and operation, and pertinent shop drawings describing all installed materials, systems and equipment in the project. Manuals must be organized by CSI specification sections.
9.6. Geographic Information Systems (GIS): All new facilities and utilities shall be located by the Contractor in an electronic format that is compatible with the current base GIS software and includes descriptive information required by the Air Force. When the Contractor is unable to provide GIS information as described, the Contractor shall notify the PM so that other arrangements can be made. In such cases, the Contractor is required to assist Air Force agents or personnel in the generation of GIS information if requested by the PM. Subject to change, the following are the basic requirements for GIS information to be delivered to the Air Force on CD:
9.6.1. DATUM – WGS84
9.6.2. Coordinate System – UTM
9.6.3. Units – Meters
9.6.4. Data in attribute Table will be SDSFIE version 2.6 Compliant
9.6.5. Shapefile Geodatabase format
