About this opportunity

The Department of Agriculture Forest Service intends to award a sole-source contract to PROTEXIS Command and Control Services LLC for procurement and installation of two PMU-9101-T-WR monitoring units and three satellite terminal repairs in support of dam operations across Forest Service Region 8, awarded July 15, 2026 under contract 12445126C0029.

The justification for sole-source procurement, citing FAR 13.106-1(b), centers on PROTEXIS's unique ability to consolidate monitoring data into a single unified platform. Competing products, including satellite-based remote monitoring units from Bentek Systems, output data to proprietary interfaces that cannot migrate to the Forest Service's existing system. Managing information across multiple platforms would require additional training and resources and would negatively impact emergency response capabilities. The monitoring systems track lake surface levels at high-hazard dams, reduce risk to downstream life and property through emergency alerts, decrease staffing requirements for on-site monitoring, and improve employee safety during potential flood response situations.

The contractor shall provide all equipment, installation, components, cabling, solar panels, batteries, controllers, mounting hardware, sensors, materials, personnel, labor, quality control, activation, airtime charges for data monitoring, and warranty support. Monitoring units shall be mounted on 2-inch diameter steel poles with underground cabling from pole to shoreline. Where poles are mounted on dam embankments, units shall be mounted 10 feet minimum above ground level. The Forest Service commits to continuing market research to identify compatible alternative technologies to preclude future sole-source awards. Place of performance is Forest Service Region 8, with administrative oversight at 1700 By-Pass Road, Winchester, Kentucky 40391. The contract uses fiscal year 2026 funds and is awarded as a firm-fixed-price contract under FAR 13.
