About this file
This is a Sole Source or Brand Name Justification document submitted by the R-8 Regional Office Engineering Unit of the Forest Service for a firmed-fixed price contract award under FAR 13 using fiscal year 2026 funds.
The Forest Service seeks to procure two PMU-9101-T-WR monitoring units and three satellite terminal repairs from PROTEXIS Command and Control Services LLC to support dam monitoring operations across Forest Service Region 8. The contractor will provide all equipment, installation, materials, hardware, activation, airtime charges for data monitoring, and warranty support. The monitoring systems will track lake surface levels at high hazard dams, reduce risk to downstream life and property by sending emergency alerts, and decrease staffing requirements for on-site monitoring while improving employee safety during potential flood response situations. The justification for sole source procurement centers on PROTEXIS's unique ability to consolidate data into a single unified platform, whereas competing products output data to proprietary interfaces that cannot migrate to the Forest Service's existing system. Managing information across multiple platforms would require additional training and resources and negatively impact emergency response capabilities. The Forest Service evaluated satellite-based remote monitoring units from Bentek Systems and determined they would not meet program requirements. The contracting officer determined that only a single source is available for the required services in accordance with FAR 13.106-1(b). The Forest Service commits to continuing market research to identify compatible alternative technologies in the future to preclude future sole source awards.

SOLE SOURCE or BRAND NAME JUSTIFICATION (FAR 13 Under the SAT)
1. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED
Requesting organization: R-8 Regional Office Engineering Unit Services requested: Install and Repair Monitoring Systems at Dams
The Government anticipates awarding a new firmed-fixed price contract utilizing fiscal year 2026 funds to PROTEXIS Command and Control Services LLC for two PMU-9101-T-WR monitoring units and three repairs to satellite terminals in support of dams in Forest Service Region 8.
2. JUSTIFICATION FOR SOLICITING FROM A SINGLE SOURCE or FOR A BRAND NAME
Other products output their data to their own interface, and we would not be able to migrate their data to our platform. The units from PROTEXIS Command and Control Services LLC permit the ability to port devices to a single unified platform allowing consolidation of data into a single location. Managing information across multiple portals would require additional training, resources, and time. Having all our data hosted in one interface is very important to the program's mission.
Using a variety of different equipment would present severe challenges to limited staff when monitoring data and servicing equipment. This would negatively impact agency mission results during emergency flood response in the event of a dam breach. Procurement of different systems would mean forests would have dissimilar products. The contractor will provide all equipment, installation, materials, hardware, activation, airtime charges for data monitoring, and warranty support. The equipment will be used to monitor the lake surface levels at high hazard dams. The units reduce risk to life and property downstream of Forest Service dams by sending alerts to stakeholders in emergency situations. They increase efficiency by reducing staff hours spent on in-person on-site monitoring. They maintain safety of Forest Service staff who would otherwise need to perform the task of live monitoring during a potential flood. The Forest Service currently owns and implements the systems to support monitoring needs at dams nationwide. In addition, PROTEXIS Command and Control Services LLC is the only vendor which has the technical skills and expertise in the unique needs for dams monitoring at remote Forest Service locations.
3. EFFORTS TO OBTAIN COMPETITION
The Forest Service recently evaluated satellite-based remote monitoring units from Bentek Systems. The FS determined that the Bentek products would not meet the needs of the program.
4. STEPS TO PRECLUDE FUTURE SINGLE SOURCE (or BRAND NAME) AWARDS
The Forest Service will continue to search for suitable technology in the industry and on the market and analyze compatibility with our data delivery requirements.
5. CONTRACTING OFFICER’S DETERMINATION
I have determined, in accordance with FAR 13.106-1(b) that the circumstances of this contract action deem only a single source is available for the required services.
