About this opportunity

The Federal Aviation Administration (FAA) is soliciting services for inspection and structural analysis of buried tower legs at the Douglaston Remote Communications Link facility in Queens, NY. The contract involves comprehensive structural inspection of two communication towers (129-foot and 180-foot) that have experienced significant rust and material loss of up to 40% in their underground sections, requiring underground detection using ground-penetrating radar, hand excavation, non-destructive testing, and detailed engineering reports to determine whether each tower foundation is structurally sound, requires repair, or needs demolition. Contractors must demonstrate relevant experience by submitting two similar projects valued over $25,000 completed within the last three years, and the award will be made to the responsible offeror with the lowest quoted price. A mandatory site visit is scheduled for September 29th at 9:30 AM, with RSVP required by September 25th at 5 PM, questions due by October 2nd at 2 PM Central Time, and proposals due by October 10th at 2 PM Central Time via email only.

This opportunity is designated as a 100% Small Business Set-Aside under NAICS code 237130 (Power and Communication Line and Related Structures Construction) with a size standard of $45 million. The contract has an estimated value between $20,000 and $30,000 and will be awarded as a one-time, standalone contract with a 30-day delivery timeline after award. Work will be performed at the secured FAA facility located at 251-05 63rd Avenue in Little Neck, Queens, NY, requiring strict security protocols including personnel access lists and daily escort requirements. The project addresses critical safety concerns as both towers have been marked "Do Not Climb" due to the structural deterioration discovered in previous inspections, and normal work hours are restricted to 7 AM to 2:30 PM, Monday through Friday. All work must comply with OSHA, AISC, and ANSI standards, with a pre-construction meeting required with key personnel before work commencement.
