About this opportunity

The U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), is seeking qualified U.S. vendors to design, implement, and sustain a comprehensive gold traceability application for Guyana and Suriname. This "pit to port" tracking system will prevent illegal and foreign gold from entering legal markets, disrupt transnational criminal networks, and incentivize legitimate miners to engage in formal mining activities. Vendors must possess full software development lifecycle capabilities, deliver stakeholder training programs, and provide ongoing monitoring and evaluation services in collaboration with government ministries and industry associations in both countries. Key qualifications include maintaining a current CAGE Code, valid Unique Entity Identifier (UEI), active SAM registration, and a clean Excluded Parties List status. Interested vendors must submit responses by Friday, April 24, 2026, at 5:00 PM EDT via email to WeselyCJ@state.gov with responses limited to 20 pages excluding cover materials. This is a Sources Sought Notice and Request for Information issued solely for market research and planning purposes, meaning it does not constitute a formal solicitation and responses cannot form a binding contract.

No set-aside designations apply to this procurement, and no current contractors or incumbents are identified in the pre-solicitation materials. Vendors should provide non-binding estimated price ranges for a firm fixed-price contract structure with a base year plus three one-year option periods, though specific budget ceiling amounts are not disclosed in this notice. The project performance period is estimated from May 1, 2026, through April 30, 2027, for the initial Guyana implementation with future expansion to Suriname in subsequent option years. Respondents must demonstrate relevant past performance examples, core competencies in gold traceability or similar tracking systems, and recommendations addressing performance risks and quality assurance approaches. The Government will not reimburse costs incurred in responding to this notice, and participation in this RFI is not a prerequisite for consideration in any future formal solicitation.
