About this opportunity
The U.S. Department of State Office of Acquisition Management is conducting market research to identify vendors capable of providing single-purpose green canines and K9 equipment in support of the El Salvador Civilian National Police (PNC) K9 Program. This pre-solicitation notice, issued under FAR 15.201(e), requests information from vendors regarding their capabilities, past performance, socioeconomic status, and proposed pricing structures. Key contract requirements include procurement of 10 narcotic detection canines from a minimum pool of 40 canines available for selection testing, with acceptable breeds limited to Belgian Malinois or German Shepherd dogs aged 12-24 months, weighing 45-90 pounds, and measuring 22-30 inches at the shoulder. Canines must demonstrate reliable capability to detect drugs and illicit substances in varied environments including buildings, vehicles, and cargo areas while performing amid gunfire and crowds. The government will award contracts to the lowest-priced, technically acceptable proposal based on evaluation of vendor capabilities and past performance documentation. Responses to this Sources Sought/Request for Information are due by Tuesday, April 7, 2026, at 5:00 PM EST, submitted via email to WeselyCJ@state.gov with responses limited to a maximum of 20 pages.
This procurement involves no set-aside designation and no current incumbent contractor is identified. The contract requires delivery of 10 canines with comprehensive K9 equipment including kennels, collars, leashes, muzzles, and associated supplies within 30 days of contract award, with the contractor bearing full responsibility for transportation to El Salvador International Airport and arranging commercial or cargo airline shipment with all required veterinary documentation. The contractor must provide a 12-month warranty covering skeletal health, genetic and hereditary conditions, neurological problems, and workability failures, with replacement canines provided at the contractor's expense. Vendors must possess a current CAGE Code, valid Unique Entity Identifier (UEI), active SAM registration, and must not appear on the Excluded Parties List to be eligible for any resulting formal solicitation. The government will use RFI responses to assess industry capability and refine the acquisition strategy and requirement definition, with no reimbursement provided for response costs and submission of an RFI response not constituting a prerequisite for participation in future solicitations.
