About this opportunity
The Department of State Office of Acquisition Management is conducting market research for a Video Management System (VMS) solution to be donated to the Government of Costa Rica under U.S. foreign assistance programs funded by the International Narcotics and Law Enforcement Bureau (INL). The system must be capable of integrating and interoperating with 5,000 existing municipal cameras across four regional monitoring centers in San Jose, Alajuela, Montes de Oca, and Heredia, with initial focus on 45 municipal monitoring centers. Key requirements include advanced analytics capabilities for 30% of cameras such as license plate recognition, object tracking, behavioral detection, and sound analytics, along with perpetual licensing, three years of training and support, and compliance with international protocols like ONVIF, NENA 911, and APCO. Respondents must demonstrate experience in public security environments, provide comprehensive training in Spanish, ensure long-term technical support, and maintain current CAGE Code and UEI registration in SAM. The Request for Information responses are due September 10, 2025, with a 20-page limit and must be submitted via email to the Contracting Officer.
This procurement does not utilize any set-aside designations and no current contractors or incumbents are identified in the documentation. While specific contract values are not disclosed, the scope involves procuring a comprehensive VMS solution spanning one principal site and four regional sites with the capacity to manage 5,000 cameras initially. The system requires 90-day video storage capabilities, distributed database architecture with failover systems, and native event management with mobile application support. Technical specifications emphasize scalability and interoperability with governmental databases and emergency response systems, suggesting a substantial infrastructure investment. The three-year support and training period, combined with perpetual licensing requirements and the international deployment to Costa Rica, indicates a significant long-term commitment requiring specialized expertise in overseas public security implementations.
