About this opportunity

The Department of State, through the International Narcotics and Law Enforcement Affairs Office at US Embassy Bogota, seeks renewal of a GrayKey Mobile Premier Unlimited License for Colombia, with quotations and capability statements due September 14, 2026 at 4:00 p.m. Bogota time (questions due by September 3). This is a brand-name procurement under FAR 6.302-1; GrayKey is the sole brand determined capable of meeting Embassy Bogota requirements due to compatibility with existing government-purchased devices and software, though the restriction does not limit competition to a single vendor—any authorized reseller capable of providing GrayKey license renewals may bid.

Place of performance is Colombia. The requirement covers a single-year online activation renewal of existing hardware (two devices) effective September 30, 2026 through September 29, 2027, providing unlimited iOS and Android forensic extractions with technical support and software/firmware updates. The NAICS code is 517112, Wireless Telecommunications Carriers (except Satellite); PSC code is DE11, IT and Telecom Mobile Device as a Service. This is a firm-fixed-price Purchase Order under simplified acquisition procedures (FAR Part 12) with award using Lowest Price Technically Acceptable (LPTA) methodology without discussions unless the Government determines it necessary. Contract includes FAR security clauses prohibiting Chinese-origin items (FAR 52.240-90 and 52.240-91) and requires SAM.gov registration. Pricing is payable in Colombian pesos for Colombian firms or U.S. dollars for U.S. firms, excluding VAT/IVA. Invoicing occurs through the Vendor Portal with payment 30 days after receipt; no advance payments are permitted. The Contracting Officer is Chantale Breton, INL Bogota.
