About this file

This is a Notice of Intent for a brand-name procurement action issued by the U.S. Department of State, Bureau of International Narcotics and Law Enforcement (INL) at the U.S. Embassy in Bogotá, Colombia.

The U.S. Embassy intends to award a firm fixed-price Purchase Order for GrayKey Mobile License Renewal software licenses. The requirement is classified as brand-name only under FAR Part 6.302-1 authority, as GrayKey is the sole brand capable of meeting Embassy Bogotá's requirements due to compatibility and functionality needs with existing government-purchased devices and software. Any service interruption or product change would jeopardize ongoing security operations. The restriction applies only to the brand name and does not limit competition to a single vendor; authorized vendors capable of providing GrayKey license renewals may submit quotations. The Product Service Code is DE11 (software licenses for mobile), and the NAICS Code is 517112 (Wireless Telecommunications).

Interested parties must submit a capability statement demonstrating their qualifications and ability to provide the required services via email to Andres Alejo at AlejoA@state.gov. The deadline for responses is 4:00 p.m. Bogotá, Colombia Time on September 14, 2026. Responses received after this date and time will not be considered. The Contracting Officer is Chantale Breton, INL Bogota.

NOTICE OF INTENT – BRAND-NAME

Solicitation Number: PR16175580

This is not a solicitation; this is a NOTICE OF INTENT to award a brand-name procurement action as follows:

The Bureau of International Narcotics and Law Enforcement (INL) at the U.S. Embassy in Bogotá-

Colombia intends to award a firm fixed-price Purchase Order for the supply of GRAYKEY

MOBILE LICENSE RENEWAL. For this requirement, GRAYKEY is considered the only brand, and no other supplies or services will accomplish Embassy Bogota requirements. Maintaining active proprietary GrayKey licenses is necessary to ensure compatibility and functionality with an existing network of government purchased devices and software, and any interruption in service or change in product would jeopardize ongoing security operations. This restriction applies only to the brand and does not limit competition to a single vendor. Authorized vendors capable of providing the required

GrayKey license renewal may submit quotations.

Product Service Code: DE11 - software licenses for mobile

NAICS Code: 517112 - Wireless Telecommunications

This procurement action is being conducted in accordance with the statutory authority of FAR Part

6.302-1, which states that only one brand-name and no other will satisfy Embassy Bogota requirements.

Interested parties that consider themselves capable of satisfying the Government's requirements described herein are invited to submit a capability statement demonstrating their qualifications and ability to perform the required services. Capability statements shall be submitted in writing via email to Andres Alejo at AlejoA@state.gov. Responses must be received no later than 4:00 p.m.

(Bogotá, Colombia Time) on September 14, 2026. Responses received after the specified date and time may not be considered.

Sincerely, Chantale Breton

Contracting Officer, INL Bogota
