About this opportunity

The Department of State's Bureau of International Narcotics and Law Enforcement (INL) at the U.S. Embassy in Bogota announces its intent to award a sole source fixed-firm-price contract to GTH DNA for Criminal DNA Law Support, with quotations due July 7, 2026 at 4:00 PM local time; questions are due July 2. The procurement is justified under FAR Part 6.302-1, finding GTH DNA the only responsible source capable of satisfying Embassy Bogota's requirements.

Place of performance is Colombia. The work entails a detailed assessment of technical, technological, human resources, and training needs across four Colombian justice sector agencies—the National Institute of Legal Medicine and Forensic Sciences (INMLCF), Colombian National Police, Attorney General's Office, and other justice entities—regarding implementation of a law expanding criminal DNA databases. The contractor must visit eight DNA laboratories nationwide, evaluate existing standard operating procedures and regulations, identify training and equipment needs, develop a phased implementation roadmap with cost analysis by agency, and deliver monthly activity reports in Spanish and a final comprehensive report within six months of contract award. The contract period is 180 days from receipt of purchase order, with monthly invoicing and a 60-day warranty on all work. Quotations must be submitted via email to BogotaINLSolicitation@state.gov and AlejoA@state.gov. Payment is in Colombian pesos (COP) for Colombian firms or US dollars (USD) for US firms, with all costs including overhead, insurance, and delivery included in the price and not subject to post-award adjustment. Evaluation uses Lowest Price Technically Acceptable (LPTA) methodology, assessing technical specifications, delivery time, warranty terms, and past performance. Contractors must comply with FAR, DOSAR, source-nationality restrictions per 22 CFR Part 228, security prohibitions, export restrictions, and obtain Defense Base Act insurance at the Government's expense. The NAICS code is 541611, Administrative Management and General Management Consulting Services.
