About this opportunity

The International Narcotics and Law Enforcement Affairs Office (INL) at the U.S. Embassy in Bogota is seeking to procure various elements for K9 units in Colombia through a Request for Quotation (RFQ). The procurement includes a range of K9-related items such as leashes, collars, tactical equipment, first aid kits, and other essential supplies for canine operations. The solicitation will be evaluated using the Lowest Price Technically Acceptable (LPTA) methodology, which means vendors must meet all technical requirements while offering the most competitive pricing. Quotations must be submitted electronically to RestrepoF@state.gov and BogotaINLSolicitation@state.gov by December 30, 2024, at 4:00 PM Bogota time. All proposed items must be new, with warranty coverage applicable in Colombia, and vendors are explicitly prohibited from offering products manufactured in China due to specific Federal Acquisition Regulation (FAR) clauses.

The contract opportunity is an unrestricted solicitation with no specific set-aside designations, open to both local Colombian and U.S. vendors. The period of performance is 60 days after receipt of order, with delivery locations specified as either BODEGA INL in Bogota for local vendors or Miami, FL for U.S. vendors. Quantities of items range from 70 to 500 units depending on the specific product, covering a comprehensive set of K9 unit equipment needs. Payment terms are net 30 days following receipt of goods, providing standard commercial payment conditions. The procurement falls under the NAICS category 812910 (Pet Care Services) and PSC category H288 (Equipment and Materials Testing for Live Animals), indicating the specialized nature of the required supplies. While specific award value is not disclosed, the breadth of items suggests a moderate-value contract focused on supporting K9 operational capabilities in Bogota, Colombia.
