The program aims to monitor injury patterns, identify high-risk events causing injuries, and correlate injury data with Physical Readiness Test performance to evaluate relationships between performance and injury risk. Key requirements include HIPAA compliance, mobile application capabilities for data entry via phones, computers, and kiosks, and comprehensive technological support including documentation and online orientation. This pre-solicitation notice was posted on August 18, 2025, with responses to the Request for Information due by August 21, 2025, and all submissions must be sent to Shalena.D.Hodge.civ@us.navy.mil with the subject line "RFI1301275189 Injury Tracking Program."

No current incumbents or specific contractors are identified in the documentation, nor are specific award values or budget ranges disclosed at this pre-solicitation stage. The RFI contains 17 comprehensive questions covering vendor capabilities, licensing terms, subscription models, and government contract vehicle availability. Vendors must provide detailed information about their software platform capabilities, user licensing options, SAM.gov registration status, and implementation lead times. The solicitation emphasizes the need for continuous data tracking and support throughout the program's lifecycle while maintaining compliance with HIPAA, medical regulations, and Department of Defense requirements.
