About this opportunity

The United States Special Operations Command (USSOCOM) is seeking systems integrators for the Targeted Requirement EXecution (T-REX) Multiple Award Contract (MAC) 3, a follow-on acquisition focused on Intelligence, Surveillance, and Reconnaissance (ISR) and Command, Control, Communications, and Computers (C4) solutions. The contract will cover four primary categories: System Integration, Hardware and Modifications, Specialized Communication Solutions and Networks, and Signal Processing Capabilities. Prime contractors must possess a Top Secret facility clearance and Secret safeguarding capability, with Original Equipment Manufacturers (OEMs) prohibited from serving as prime contractors. The evaluation will primarily use Lowest Price Technically Acceptable (LPTA) methodology, with approximately 90% of the 75-90 anticipated annual delivery orders awarded under this criteria. Key dates include the Industry Day on February 4-5, 2025, draft RFP responses due February 10, 2025, final RFP release on March 18, 2025, and proposal submissions due by May 12, 2025.

The solicitation includes a set-aside for one of the anticipated 3-6 prime contract awards, specifically reserved for small businesses. The contract has an estimated $2 billion ceiling value, structured across seven one-year ordering periods from October 2025 to October 2032. The primary NAICS code is 339999, with a 550-employee size standard, allowing for a mix of small and mid-sized businesses to compete. Contract types will be flexible, potentially including Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), and Cost Reimbursement (CR) arrangements. Prime contractors will be required to propose on all delivery orders unless specifically waived, with the contract strategically designed to replace the current T-REX contracts that are set to expire in October 2025. Numerous defense and technology contractors, including Boeing Defense, Lockheed Martin, Booz Allen Hamilton, and General Dynamics Information Technology, have already expressed interest by requesting invitations to the Industry Day event.
