About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking a commercial vendor to provide an initial installation and ongoing quarterly service for a Portable Water Demineralizer System at the Puget Sound Naval Shipyard in Bremerton, Washington. The system must strictly comply with MIL-STD-1330E Grade B water quality standards, including specific requirements for chloride ion levels, conductivity, and water clarity. The solicitation covers an initial system setup involving activated carbon tanks, mixed bed tanks, cartridge filters, and indicator lights, followed by quarterly tank and filter exchange services. Vendors must submit quotes by April 4, 2025, at 3:00 PM Pacific Standard Time, with evaluation based on technical acceptability, price, and past performance. The contract will use full and open competition methods under the NAICS code 532490 for commercial and industrial machinery equipment rental.
The contract has no specific small business set-aside and encompasses a base year from May 1, 2025, to April 30, 2026, with two additional one-year option periods potentially extending services through April 30, 2028. The initial installation requires multiple system components, including two 3.6 cubic feet activated carbon tanks, four 3.6 cubic feet mixed bed tanks, multiple cartridge filters, and accompanying operational manuals. Quarterly service will involve regular tank and filter exchanges, with increasing quantities during option years. The place of performance is Bremerton, Washington, with the specific location being a new clean room at the naval shipyard. While the exact award value is not specified, the procurement falls under a small business size standard of $40,000,000, indicating a potentially significant contract opportunity for qualified vendors.
