About this opportunity

The Department of Veterans Affairs Veterans Health Administration (VA) is seeking to procure an Infrared Oven with Sensor and a Standalone Vacuum Forming Station for the Robert J. Dole VAMC Prosthetics Laboratory. The procurement aims to replace aging equipment used in fabricating prosthetic limb components, with the new infrared oven featuring advanced capabilities such as material sag sensing, mobile cart functionality, and improved heating efficiency. The VA requires delivery of both pieces of equipment within 8 weeks of purchase, with a standard 2-year warranty. The pre-solicitation notice specifies detailed technical requirements for the infrared oven, including temperature control from 30°C to 250°C, a touch panel controller, and specific dimensional and electrical specifications. The contract opportunity is posted with a response deadline of June 12, 2025, and was initially published on May 29, 2025.

The contract is designated as a Total Small Business set-aside, indicating that only small businesses are eligible to compete for this opportunity. The current equipment being replaced includes a HIX CORP Infrared Oven from 1983 and a General Electric Plastic Forms Press also purchased in 1983. While no specific award value is mentioned, the procurement involves one infrared oven (model 701E40=S - US) and one vacuum forming workstation (model 755T6=2), both to be delivered to the Robert J. Dole Medical Facility in Wichita, Kansas. The new equipment is expected to improve prosthetic limb production efficiency, reduce heating time by up to 10 minutes per socket, and eliminate the need for outsourcing fabrication. The vacuum forming station includes integrated features such as a vacuum pump, foot switch control, and multiple exchangeable forming plates.

STATEMENT OF WORK (SOW)

ROBERT J DOLE VAMC

VETERANS HEALTH ADMINISTRATION

*ALL ITEMS HEREIN THAT MENTION BRAND NAME PRODUCTS MAY BE SUBSTITUTED FOR A LIKE OR SIMILAR ITEM*

1. INTRODUCTION

This solicitation is to provide the Veterans Health Administration, Robert J. Dole VA with one (1) Infrared Oven and (1) Stand Alone Vacuum forming station for use in the Robert J Dole VAMC Prosthetics Laboratory. This Infrared oven is needed to be able to heat plastics to fabricate prosthetic limp components for Veterans receiving prosthetic services. The stand alone vacuum forming station is used to manipulate the heated plastic around a form to create the test socket for artificial limbs.

2. BACKGROUND

The Wichita VAMC currently uses a HIX CORP Infrared Oven to heat plastics in order to form prosthetic limb components for test sockets. The current oven was acquired in 1983, is beyond it’s current life cycle, and due for replacement. The new oven will provide the prosthetist with updated features to allow for more efficient heating and increasing safety to clinician with rotating cart feature not on current oven. The new oven will allow our Prosthetist to create test sockets efficiently, reducing heating time up to 10 minutes per socket, as well as reducing energy consumption. The sensor on the new oven will measure material sag and alert clinician that material is ready to be formed, reducing opportunity for human error regarding time management with multitasking. The mobile cart facilitated switching between the Teflon covered work surface and vacuum forming frame quickly saving space and reducing potential for harm (clinician does not have to carry hot plastic to new station).

The Wichita VAMC currently uses a Plastic Forms Press from General Electric that is primarily used for test sockets and short run production, employing three thermos forming methods, mechanical stretch forming, blow forming, and vacuum forming. This Plastic Forms Press Model: 0552V103G18DX was purchased 05/16/1983 with a replacement date of 05/16/1998. The new forms press will allow our Prosthetist to create test sockets for artificial limbs versus outsourcing to a fabrication vendor. This is a prosthetic lab requirement for artificial limb production.

3. SCOPE OF WORK
