Description: The United States Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, MD intends to negotiate a sole source award utilizing Simplified Acquisition Procedures, IAW FAR 13.5, to Infors USA, Inc. of Annapolis Junction, Maryland. The objective of this requirement is to procure and install an Infors HT Multitron Incubator for the Entomology Branch (ENTO) at WRAIR in Silver Spring, Maryland.
The Infors USA INC. Infors HT Multitron Incubator is the only Multitron Incubator that allows for the expression of proteins from small to large batches in the quantities of 2mL to 5L. This feature allows the high-throughput screening of candidates in 96-well plates for further scale-up. Other incubators do not offer this required feature for product development and a needed requirement for ENTO’s research and data collection. This Multitron Incubator also provides efficient screening at small scale batches that will save the Government thousands of taxpayer dollars based on requiring less supplies and reagents as well as the man hours required to ensure accuracy, uniformity as part of the pipeline to process and develop vaccines and pharmaceuticals. Lastly, the Infors HT is the only Multitron Incubator that is a 2 in 1 cell incubator. This allows the cells to be suspended and static inside the same incubator without compromising the quality and accuracy of the resulting data. In order to replicate this required feature, two different incubators from another vendor would be required to perform these functions. The manufacturer will also provide installation included in the price.
This notice of intent is for information purposes only. All sources eligible to provide this service must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide services outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received, within 15 days after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining these services through a sole-source contract, then a sole source acquisition award will be made.
