About this opportunity

The Defense Health Agency has awarded a sole-source bridge contract to Deloitte Consulting, LLP for Information Technology Program Support and Analytics Services (ITPSAS) on May 15, 2026, under a Justification for an Exception to Fair Opportunity.

The bridge contract maintains service continuity during a Government Accountability Office protest resolution period on a competitively awarded follow-on task order (HT942726FE030). Deloitte possesses the immediate capability, cleared personnel with required network access, and specialized knowledge of the DHA Business Analytics Tool (BAT) powered by Symantec Open-Source Software (SEMOSS) necessary to prevent unacceptable delays and mission degradation. The contractor will provide predictive analytics, executive dashboard development and management, legacy IT system rationalization support, and enterprise cost and schedule modeling to the Deputy Assistant Director for the Information Operations Division/J6, with support extending to Veterans Affairs, the North Atlantic Treaty Organization, and Army Medicine.

The base period runs May 15, 2026 to July 15, 2026, with three optional three-month periods extending through June 15, 2027. Performance is located at the Defense Health Agency. The contract is Firm Fixed Price and funded from Operations and Maintenance appropriations. The Government confirmed adequate competition existed for the follow-on requirement through prior market research and determined no additional market research necessary for this short-term bridge action. The justification received legal review and approval from the DHA Adviser and concurrence from the Chief of the Contracting Office, Medical R&D Contracting Division 1.
