About this opportunity

The Naval Supply Systems Command Fleet Logistics Center Norfolk is issuing a Request for Information to conduct market research for a non-personal services contract to provide Information Technology support services at the United States Naval Academy in Annapolis, Maryland. The procurement involves staffing the Information Technology Services Division's Client Services Department with personnel who will deliver Tier 1 and Tier 2 technical support across multiple functional areas, including the IT Service Center, Academic Technical Support Center, Hopper Hall, and Ward Hall Repair Shop. Key requirements mandate that contractor personnel possess a minimum of three years of IT experience, obtain specific DoD certifications (including CompTIA Security+ and Microsoft Windows 11 certification for all staff, with additional credentials based on assignment), pass a Tier 3 background investigation, and obtain a Common Access Card prior to employment. Responses must address eight specific evaluation topics including past relevant experience, project management capability, technical skills, in-house work capacity, company profile with financial history, HubZone certification status, and facility and security requirements. Interested parties must submit capabilities statements of no more than 15 pages electronically by 4 p.m. EST on March 16, 2026.

This opportunity is set aside exclusively for SBA-certified HubZone small businesses under NAICS code 541519 (Other Computer Related Services) with a size standard of $34 million. The contract requires a minimum of seven full-time IT support personnel to be staffed on-site in Annapolis for work performed Monday through Friday during normal business hours, with the contract period running from April 1, 2026 through March 31, 2027, structured as one six-month base period followed by two three-month option periods. The anticipated contract type is Firm Fixed Price, though no specific budget or award value is identified in the pre-solicitation notice. No incumbent contractor is named in the RFI materials, indicating this may be a new procurement or recompete where the government seeks broad market research before issuing the formal solicitation.
