About this opportunity

The Naval Supply Systems Command seeks operator-level training on the Blueye X3 Underwater Remote Operated Vehicle platform, with proposals due August 5. The procurement is a sole source award to Blueye Robotics, the original equipment manufacturer, justified by the X3's proprietary custom operating system, specialized hardware, and modular payload integrations accessible only through Blueye's diagnostic tools and engineers.

Place of performance spans two locations: 1,004 Hermitage Road, Virginia Beach, Virginia (two training courses), and PSC 819 Box 10, FPO AE 09645-0010, Rota, Spain (one course). The contractor must deliver three comprehensive operator-level training courses of two to three consecutive days each, with minimum eight instruction hours per day and class sizes limited to 6–8 personnel per session. Training covers system fundamentals, ROV operations, mission planning and execution, data management, maintenance and troubleshooting, and payload integration. Period of performance is September 1, 2026 through August 31, 2027.

The Government will furnish 2–4 Blueye ROV systems; if unavailable due to operational commitments, the contractor must provide two complete systems. The contract is firm fixed price, conducted under FAR Part 12 commercial procedures. All instructors must be certified or have documented experience in Blueye X3 ROV operations. Deliverables include training curriculum and course materials (10 business days prior to course start), qualified instructor roster (10 business days prior), course completion certificates (within 5 business days of completion), and after-action reports (within 10 business days of completion). Acceptance quality levels require 100% accurate course materials, 95% of students successfully navigating the ROV to designated targets, 95% producing complete post-dive reports, and 100% successfully performing required maintenance tasks. The NAICS code is 611699, All Other Miscellaneous Schools and Instruction. Quotes must be submitted via email to Justin Clark and Morgan Olszak.
