About this opportunity
Eielson Air Force Base, Alaska, is requesting industry feedback by August 28, 2026, on draft terms and conditions for a Progressive Design-Build (PDB) procurement using Other Transaction Authority (OTA) for Fiscal Year 2027 facilities construction projects. The OTA structure is not subject to the Federal Acquisition Regulation and operates under 10 U.S.C. 2808a authority.
PDB combines qualifications-based selection of a design-builder with collaborative design and preconstruction services to establish a guaranteed maximum price before final construction begins. The process unfolds in phases: competitive selection, collaborative design and preconstruction with open-book estimates, and final design and construction under a fixed GMP ceiling. The Design-Builder assumes all cost risk above the GMP; transition to the construction phase requires bilateral agreement on scope, schedule, and pricing, with an off-ramp option if parties cannot align or funding is insufficient.
Eielson AFB has released two attachments for review: a draft OTA agreement template specifying Phase 1 and Phase 2 terms, performance bonding at 100% of the Phase 2 GMP, professional liability insurance requirements ($2,000,000 minimum), prevailing wage compliance, Buy American preferences, NIST SP 800-171 security standards, and a two-year construction warranty; and an industry questionnaire addressing GMP flexibility, payment structures and shared savings, Phase 1 bonding provisions, small business teaming strategies, intellectual property treatment if the Government exercises an off-ramp, and alignment with current design-build industry practices.
Feedback will be used to refine the draft documents before FY27 execution.
Notice text
TITLE: Special Notice: Industry Feedback Requested for Progressive Design-Build with Other Transaction Authority Process
AGENCY: United States Air Force, Eielson AFB, Alaska
DESCRIPTION:
Eielson AFB, Alaska, is requesting industry feedback for the planned Fiscal Year 2027 (FY27) execution of Progressive Design-Build (PDB) for Facilities, Sustainment, Restoration, and Modernization (FSRM) construction projects utilizing an Other Transaction Authority (OTA) procurement method.
What is PDB?
PDB is a collaborative project delivery method where the Government selects a design-builder based on qualifications and technical approach rather than price. The selected design-builder works jointly with the Government to provide design and preconstruction services and establishes a guaranteed maximum price (GMP)—a fixed price ceiling—before construction begins. The process is divided into distinct phases: a competitive, qualifications-based selection to choose a design-builder; (1) a collaborative design and preconstruction services phase to progressively develop the scope and establish a GMP; and (2) a final design and construction phase. This approach replaces the traditional design-build process with a more collaborative acquisition model.
What is an Other Transaction?
An Other Transaction (OT) is a legally binding agreement entered into by the Government under specific statutory authority. OTs are not procurement contracts and are therefore not subject to the Federal Acquisition Regulation (FAR). Title 10 U.S.C. § 2808a authorizes the use of OTs for certain facility construction and repair projects. The executed OT Agreement establishes the terms, conditions, responsibilities, and performance requirements for the project.
This Industry Announcement contains two attachments for industry review:
- Attachment A: DRAFT Agreement Articles (i.e., Terms and Conditions)
- Attachment B: PDB with OTA Industry Questionnaire
Feedback received will be used to refine these draft documents and inform Eielson AFB’s final acquisition strategy.
HOW TO PROVIDE FEEDBACK:
Please submit all industry responses via email to Gregory Johnson at gregory.johnson.68@us.af.mil and David Pfau at david.pfau.2@us.af.mil.
The deadline for submission is 4:00 PM ADT on August 28, 2026.
When responding to the questionnaire (Attachment B), please ensure your answers for each question are clearly separated. Additional feedback, comments, or concerns are welcome. Do not submit proprietary or sensitive information.
