About this opportunity
The U.S. Army Corps of Engineers, Rock Island District, is conducting market research for its Advanced Contracting Initiative (ACI) to establish Regional Contracts for Debris Management Services (RCDMS) across the United States and all outlying areas. The agency is seeking industry feedback on two proposed regional mapping strategies: a Hazard-Based Regionalization approach that divides the country into seven regions based on natural disaster risks, and a USACE Major Subordinate Command-Based Regionalization that aligns with existing operational divisions. Qualified businesses are invited to review the proposed maps and provide their preferences with reasoning, submit capability statements, and complete a comprehensive questionnaire covering their debris removal experience, mobilization capabilities, workforce composition, and technological resources. The initial response deadline was June 16, 2025, at 2:00 PM CDT, with continued acceptance of responses until June 23, 2025, at 2:00 PM CDT. All responses must be emailed to Christopher McCabe at the Rock Island District, referencing Notice ID W912EK-25-SS-ACI_Debris_01.
This opportunity operates under NAICS code 562119 - Other Waste Collection, with a $47 million small business size standard, though no set-aside designation has been applied to this procurement. The government has not identified any incumbent contractors or provided specific award values, as this remains a market research phase designed to inform future procurement strategies. The questionnaire seeks detailed information about contractors' experience with various debris streams including fire, vegetative, construction, and hazardous materials, as well as their ability to rapidly deploy teams and manage large-scale operations across multiple locations. This notice follows up on a previous Sources Sought W912EK-24-SS-0001, indicating ongoing government interest in developing comprehensive debris management capabilities. The Corps emphasizes that this market research does not commit the government to any contract award and that the final procurement approach will be determined based on the feedback received from industry participants.
