About this opportunity
The U.S. Army Corps of Engineers Louisville District has issued a Special Notice for an upcoming Design-Build maintenance and repair project for the Army Reserves at North Cavazos, Texas. The notice announces a virtual Industry Day/Presolicitation Conference scheduled for February 11, 2025, to provide information about a forthcoming solicitation for repairing and expanding an existing 26,000 square foot maintenance facility at Equipment Concentration Site 64 (ECS-64). The project involves comprehensive infrastructure upgrades, including HVAC and electrical system repairs, interior modifications, bathroom renovations, fire alarm and suppression system improvements, and accessibility enhancements. The solicitation will be a Total Small Business Set-Aside under NAICS Code 236220 for Commercial and Institutional Building Construction. The facility, originally constructed in July 2001, has not undergone major repairs and requires significant restoration to meet current Department of Defense standards.
The primary objective of this Industry Day is to inform potential contractors about the upcoming design-build project and provide detailed information about the procurement process. The event is open exclusively to small and socio-economic businesses registered in SAM.gov under the specified NAICS code, with a two-phase "Best Value Trade-off" procurement approach planned. Key deadlines include a March/April 2025 timeframe for Phase I proposals focusing on past performance and technical approach, with Phase II proposals due in August 2025. Contractors will need to submit proposals through the PIEE Solicitation Module, with the government anticipating a contract award in September 2025. The project will involve repairing the existing maintenance building to restore functionality, improve systems, and ensure compliance with current building codes and antiterrorism standards. Interested contractors must be prepared to address comprehensive facility upgrades, including structural, mechanical, electrical, and accessibility improvements. The virtual conference will provide a critical opportunity for potential bidders to understand the project scope, requirements, and evaluation criteria.
