About this opportunity

The U.S. Army Corps of Engineers Seattle District held a virtual Industry Day on October 21, 2026, to brief industry on the Sentinel Utility Infrastructure Improvements project at Malmstrom Air Force Base, Montana, and its intended acquisition approach using Other Transaction Authority via Construction Management at Risk. No set-aside is used, and all interested vendors, including small and large businesses, were invited. Registration closed October 19, 2026. The event gathered industry feedback and opened government-industry communication, and attendance was voluntary.

The project covers a utilities distribution system for the entire Sentinel GBSD Complex, including electrical distribution and substation expansion, water, wastewater collection, natural gas service, and telecommunications backbone with fiber to Information Transfer Nodes. The utilities are the enabling prerequisite for the remaining Sentinel facilities, including the Operations and Maintenance Complex.

The update posts the presentation slides and the registration attendance sheet. Questions and answers from before and during the event will be posted to the notice at a future date.

The presentation describes an RFQ expected in October or November 2026, with Statements of Qualifications due about 21 days after release. Three Most Highly Qualified firms are to be selected by December 2026, followed by a Malmstrom site visit on December 15, 2026, and pitches in Seattle, Washington, on January 19 through 21, 2027. Construction Manager selection is targeted for February 2027. Bonding capacity is evaluated pass/fail, and the construction execution plan and schedule carry more weight than price. Solicitation portions containing Federal Contract Information or Controlled Unclassified Information require a current BASIC confidence level in SPRS and access through PIEE.
