About this file
This document is an Industry Day presentation for a Construction Management at Risk (CMAR) with Other Transaction Agreement (OTA) procurement for utility infrastructure improvements at Malmstrom Air Force Base in Montana, held on October 21, 2026.
The US Army Corps of Engineers Seattle District is seeking a Construction Manager for the FY27 MAFB Infrastructure Improvements project (Project Number 567766). The scope includes electrical distribution systems and substation expansion, water distribution and wastewater collection systems, natural gas service, telecommunications backbone connectivity with fiber services, and associated site work including paving, parking, and walkways. The project budget is $140 million to $160 million, with design currently 100% complete by Jacobs Gov Services. The acquisition utilizes an OTA contracting method authorized under 10 U.S.C. § 2808a, with construction contract incremental funding. The pre-agreement phase includes an RFQ solicitation in October/November 2026, Statements of Qualifications due approximately 21 calendar days later, down-select to the three Most Highly Qualified firms by December 2026, pre-pitch proposals due approximately 30 calendar days thereafter, a site visit to Malmstrom on December 15, 2026, and pitch presentations in Seattle, Washington on January 19-21, 2027. The most advantageous Construction Manager is targeted for selection in February 2027, with OT Agreement Award and Phase 1 Pre-Construction Services award in February 2027 and Phase 2 Construction Agreement Award targeted for April 2027. Construction Notice to Proceed is targeted for May 2027. Evaluation criteria include bonding capacity (pass/fail), relevant experience, team composition and organization, collaborative approach to pre-construction and execution, construction execution plan and schedule (more heavily weighted), and price (substantially less weighted than combined technical criteria). Notices will be posted on SAM.gov with access to documents via PIEE; contractors must have current BASIC confidence level in the Supplier Performance Risk System (SPRS) to access Federal Contract Information or Controlled Unclassified Information portions of the solicitation.

Sentinel Overview – History Minuteman (MM) weapon system is 64 years old; 40 years beyond designed life Though still effective, MMIII faces extensive challenges
• Age-out and Attrition
• Sustainability
• Does not meet capability requirements for flexibility, safety, and security
Recapitalization of the US ICBM fleet
• Congress authorized Air Force to procure and deploy the Sentinel weapon system
MMIII Transition
• Must ensure seamless transition from MMIII to Sentinel
• The drawdown schedule of MMIII will mirror the deployment schedule of Sentinel, ensuring no gap in capability
• To maintain the overall nuclear deterrent mission, it is essential to execute a comprehensive Minuteman III-to-Sentinel transition strategy that synergizes Minuteman III transition with Sentinel deployment without disrupting the ability of keeping 400 ICBMs on alert 24/7/365 per USSTRATCOM requirement(s).
Sentinel Overview – Upgrade Total System Replacement of Minuteman III—must operate through 2075
• New missile system & weapon system command and control Major Defense Acquisition Program
• $86B acquisition program through 2036 with sustainment beyond 2075
• MEGA-project: develop – transition – dual-operations – production – sustainment
Safe, Secure, Effective AND Affordable System
• Pursue low risk, technically mature baseline design
• Develop flexible system architecture with options for on-ramps/off-ramps
Scope of Sentinel Non-Traditional MILCON
• Conversion & Replacement of ~450 Launch Silos (LS)
• ~24 Launch Centers (LC)
• Construct roughly 1,700 miles of Missile Field Utility Corridors (per wing)
Scope of Sentinel Traditional MILCON
• Construct 79 supporting facilities totaling $2.44B
End state
• Time-certain delivery of Sentinel Weapon System Deployment
• Delivery of Real Property and MILCON projects that are sustainable for the life of the
Sentinel weapon system
• Recapitalization of the US ICBM fleet
