About this opportunity

The U.S. Army Corps of Engineers, Louisville District, published this Special Notice on April 3, 2026, to announce an Industry Day for the Design-Bid-Build construction of a Collective Training Barracks at Fort Devens Remote Forces Training Area in Massachusetts. The virtual industry briefing was conducted on April 15, 2026, to inform potential contractors about an upcoming federal solicitation for this military construction project. This Special Notice is not itself a Request for Proposal, Invitation for Bid, or Request for Quotation, but rather an informational event to familiarize the contracting community with project details and requirements. The event was hosted by the Army Corps of Engineers to facilitate early engagement with interested contractors before the formal solicitation process begins.

The project objective is to construct a 300-person Collective Training Enlisted Barracks comprising approximately 46,000 square feet, designed to support major exercises, annual training, battle assembly, and mobilization activities. The facility will include information systems, fire protection and alarm systems, Intrusion Detection Systems, Energy Monitoring Control Systems, site development, utilities, parking, storm drainage, landscaping, and comprehensive antiterrorism force protection and physical security measures. The solicitation number is W912QR26RA051, with the Request for Proposals anticipated in April 2026 and proposal closure scheduled for May 2026, with contract award expected in June 2026. The competition is unrestricted and full and open to all eligible contractors, using a single-phase Design-Bid-Build approach with evaluation based on past performance, management plan, schedule narrative, and price. A Small Business Participation Plan is a rated evaluation factor for all offerors, and large businesses must submit a Subcontracting Plan with their proposals. All solicitation documents will be posted to SAM.gov, and contractors must submit questions through the ProjNet system.
